"Notice" pointed out that overall planning to promote the establishment and construction of national medical centers, increase support for national medical centers. It is necessary to actively coordinate relevant departments to support national medical centers, increase investment in infrastructure, equipment and other aspects, promote the reform of the personnel compensation system, and give greater autonomy in personnel establishment, recruitment, and salary distribution.

The relevant provincial health committees should actively coordinate relevant departments to support national medical centers, increase investment in infrastructure, equipment and other aspects, and promote the reform of the personnel compensation system in terms of staffing, recruitment, and salary distribution. Give greater autonomy, explore a compensation mechanism that conforms to the functional positioning of the National Medical Center, implement a medical insurance policy that adapts to the development rules of the National Medical Center, encourage the use of innovative drugs and technologies, support scientific and technological innovation and achievement transformation, and take multiple measures to promote the National Medical Center Play a leading role in radiation.

  The second is to continue to promote the progress of the joint construction of the committee and the province. In August 2019, the National Health and Health Commission issued the "Pilot Work Plan for the Joint Construction of the National Regional Medical Center by the Provincial Committee and the Provincial Government", and all regions actively formulated construction plans. Liaoning Province, Zhejiang Province, Shandong Province, and Guangdong Province have signed a cooperation agreement for the joint construction of national and regional medical centers by committees and provinces. In accordance with the arrangement agreement, the relevant hospitals should be promoted to meet the requirements for setting standards as soon as possible. The remaining pilot provinces that have not signed a co-construction agreement should combine the actual situation, deploy high-quality medical resources in the province, form a co-construction plan as soon as possible, and strive to sign all agreements by the end of 2020.

  At the same time, the "Notice" requires that the National Medical Center's responsibilities and tasks be effectively fulfilled, and each national medical center should be based on the functional positioning and responsibilities of the National Medical Center clearly proposed in the "13th Five-Year Plan for the Establishment of National Medical Centers and National Regional Medical Centers" To take the lead in carrying out nationwide diagnosis and treatment of difficult and critical illnesses, demonstrating and promoting appropriate and effective high-level diagnosis and treatment technologies; cultivating clinical technical backbones and subject leaders; integrating resources to establish disease information databases and conducting multi-center clinical research; research and solving major public health problems ; Exploring high-level hospital management mechanisms, providing scientific basis for national policy formulation, and comprehensively driving national medical development and medical service capabilities.

  Seriously implement the medical reform tasks, lead the formation of various forms of medical consortium, and effectively play a demonstration, radiation, and leadership role. Each center must formulate an annual work plan, complete the tasks assigned by the National Health and Safety Commission, make a summary of the annual work, and promptly report to the National Health and Health Commission.

  The National Health and Health Commission will further strengthen the management and supervision of the National Medical Center and the National Regional Medical Center, and urge the implementation of functional positioning and responsibilities. Provincial health administrative departments must effectively fulfill the responsibilities of local entities, establish a full-scale supervision mechanism, and jointly promote the sustainable development of the construction of national medical centers and national regional medical centers.
