Four days before the deadline of May 11 and after weeks of arbitration affecting all sectors of French life, Edouard Philippe, surrounded by several ministers, said Thursday the details of the "new phase" which should begin on Monday . This must last three weeks, before new decisions depend on the evolution of the coronavirus epidemic. Here is the list of the main government announcements.

The departments of four metropolitan regions classified as "red"

The government maintains the objective of a non-territorial deconfinement, even if "certain departments have worse results than expected", according to Edouard Philippe. On the map unveiled by Olivier Véran, all the departments of the Île-de-France, Hauts-de-France, Bourgogne Franche-Comté and Grand Est regions are thus classified as "red". Colleges will remain closed, as will parks and gardens.

Concerning the green departments, if the situation remains stable for the next three weeks, "we can envisage a new stage of deconfinement with the opening of high schools, the opening of cafes, the opening of restaurants", according to Edouard Philippe.

Île-de-France and Mayotte, two "special situations"

Edouard Philippe insisted on two "special situations": Mayotte and Île-de-France. For the first, "the number of cases low but increasing" pushed the government to take the decision to "delay the deconfinement". 

In Île-de-France, "the number of cases surely decreases, slowly, but remains higher than what we hoped for," said the Prime Minister. Regarding vulnerable people living in this region, "it is not a question of ordering" but the government therefore recommends that they "continue to observe very strict rules of prudence which resemble those of the past two months." "Very strict" rules will also be put in place in transport, "to prevent them from becoming a vector of the epidemic".

"France is ready to test massively"

France "is ready to massively test" people with symptoms of coronavirus as well as those with whom they have been in contact, from May 11, assured the Minister of Health, revealing the map of this third deconfinement criterion , totally green. This means that "screening capacity is today at the level of estimated needs" at 700,000 tests per week, according to the minister.

Olivier Véran has therefore detailed the protocol for people with "suggestive" symptoms, who will be prescribed a test if their doctor deems it necessary. This can be carried out in the laboratory, in the hospital, on drive or at home, by a "brigade". It will be reimbursed 100% by Health Insurance. In the event of a positive result, the patient must be isolated and Health Insurance will conduct an "investigation" to identify the people with whom he has been in contact. They must remain isolated, with a work stoppage if they cannot telecommute, pending a test carried out seven days after the last contact with the patient. 

1 million students will return next week 

"A good part of the schools will be open next week," said Education Minister Jean-Michel Blanquer, according to whom "1 million pupils will return to their classes" and will be welcomed by 130,000 teachers, after a "pre - return "of teachers, more or less long depending on the departments. 

Between "80% and 85%" of the 50,500 schools in France that will be opened, "from May 12," said the minister.

No deconfinement in Ehpad, a bonus for all employees 

Concerning the Ehpad, whose residents constitute a particularly fragile population vis-a-vis the virus, the government does not envisage "additional relaxation", indicated the Minister for Health Olivier Véran. "The visits of relatives may continue if the situation of the establishment allows," he continued, announcing also "exceptional" aid of 475 million euros towards establishments for the elderly. A bonus of 1,500 euros will also be paid to all staff in nursing homes in the 33 departments "where the epidemic has been the strongest". It will be 1,000 euros for all the others.

Mask mandatory in public transport, maximum 20 to 30% of TGV 

"With regard to public transport in urban areas, the objective is to increase supply as quickly as possible," said Minister for Ecological Transition Elisabeth Borne, adding that she hoped for a return to normal by the end of the year. month of June. Concerning the RATP, "more than 75%" of the offer will be available from Monday, but "the objective is that the attendance, which today is 6%, does not exceed 15%", thanks to the maintenance of telework and the staggered hours of employees. 

The wearing of the mask will be compulsory in public transport for passengers from 11 years old and offenders will be liable to a fine of 135 euros. In Île-de-France, access to public transport will be "reserved during peak hours for people with a certificate from their employer, or with a compelling reason to travel." 

Regarding TGV and Intercity, traffic, 7% today, will be "20 to 30%" next week and "maximum 40% in late May", according to Elisabeth Borne. Reservation will be compulsory and the occupancy of trains limited to 50% of seats. 

A new certificate for journeys of 100 km

From Monday, it will be possible to move without certification on the street in France, with the exception of Mayotte, said the Minister of the Interior. Travel will also be authorized within the limit of 100 km "as the crow flies" around the home, provided that you complete a new certificate, available in paper and digital format. Traveling more than this distance "remains possible" if you stay within your department, said Christophe Castaner. Exemptions may also be granted in the event of compelling reasons, such as death or support for a fragile person. 

In public transport, "sworn agents may sanction offenses", such as non-compliance with the wearing of masks, according to the Minister of the Interior. In reinforcement, 20,000 police and gendarmes can be mobilized. 

Beaches, lakes and nautical centers closed without exception

Regarding "beaches, lakes and nautical centers", "the general rule remains the closure after May 11", said Christophe Castaner. Their opening will however be possible "on a case by case basis", with the authorization of the prefects, requested by the mayors, said the Minister of the Interior.

400,000 companies "will reopen", aid maintained after May 11

On the first day of deconfinement, "400,000 companies which represent 875,000 jobs will reopen", according to the Minister of Economy Bruno Le Maire. "77,000 hairdressing salons, 33,000 clothing stores, 15,000 florists, 3,300 bookstores will reopen, social and economic life will be able to restart," he added. 

The government said the state would continue "to be there" for businesses after May 11. Bruno Le Maire notably confirmed the extension until the end of May of the solidarity fund for small businesses and the self-employed, as well as the exemption from social charges over three months for small businesses that had to close by administrative decision.

Restrictions on borders with European countries, closure for others 

Restrictions on France's borders with European countries (European Union, Schengen, United Kingdom) will be "extended until June 15 at least" and borders with non-European countries "will remain closed until again, "announced Christophe Castaner. With European countries, the free movement of border workers will be preserved, he added.

In addition, the fortnightly measures "for any French or foreign person entering France" will not be applied within the European area at this stage, "except Overseas and, if we decide, in Corsica", according to the minister of the Interior.
