The researcher at the Center for Strategic Studies of the Iranian regime's Expediency Council, Dr. Rahman Kahramanpour, said that the road is very difficult for Washington to pass its draft resolution to extend the arms embargo on Tehran, stressing that Washington will seek to activate the dispute settlement mechanism if it fails from the Security Council portal.

The researcher specializing in American affairs indicated in the editorial of the Iranian "Arman Melli" newspaper that Washington has already distributed a draft resolution to members of the UN Security Council, for presentation to the council later in order to prevent the lifting of the arms embargo on Iran by October 18th, stressing that Washington's task will not seem easy to pass its draft.

He added that the US State Department is making unremitting efforts to reach a consensus among the members of the UN Security Council, explaining that if the draft does not receive real opposition in the current period by the European side, Russia and China, the United States is continuing to present it to the UN Council.

European sensitivity
According to Kahramanpour, the European side of the nuclear agreement knows very well that passing the American project in the Security Council means the final elimination of the comprehensive joint action plan, which makes it show great sensitivity before keeping up with the Washington plan that previously withdrew from the agreement in 2018.

Britain, Germany and France will not agree to the American project according to the Iranian academic, except when it reaches the conclusion that there is no benefit yet from the nuclear agreement concluded with Iran in 2015, not for Europe or the international system.

And if the United States fails to achieve its goal from the Security Council's portal, the administration of President Donald Trump will pursue the "B" plan, which is to stick to the nuclear agreement as a member.

Mechanism of Conflict Resolution The
researcher believes that Washington intends to activate the dispute settlement mechanism by returning to the nuclear agreement, stressing that it is a difficult target in light of the opposition of other parties to the agreement.

Noting that the European side of the nuclear agreement shares US policy regarding the Iranian missile program, he stressed that the European troika is awaiting the outcome of the upcoming US elections, and if it is certain that Trump will win a second term, it will show great progress in Washington's policies.

According to the Iranian academic, the European troika will remain steadfast in its approach in the event that Democrat Joe Biden wins the upcoming American elections, explaining that the Europeans prefer to postpone the presentation of the American project in the Security Council until after the presidency of the United States.

Russia and China
As for Russia, it appears intent on using the veto against any draft resolution targeting the nuclear deal, which was noted by the writer in the talks of Iranian Foreign Minister Mohammad Javad Zarif and his Russian counterpart Sergey Lavrov and their emphasis on opposing the latest US move.

Perhaps lifting the arms embargo on Iran benefits Moscow more than others, as it is an essential partner for Tehran in the field of armament.

The Chinese position on the American movement to extend the arms embargo on Iran is foggy, as usual, in the precise circumstances, according to Qahramanpur, as Beijing says on the one hand that it opposes the American approach and does not publicly oppose it.

He concluded that China will not engage in tension with America in this field, and will seek to resolve its position on it even before the American project is presented to the Security Council.

US Secretary of State Mike Pompeo said last week that his country would not allow Iran to buy conventional weapons systems when the embargo was lifted, adding that the United States would work with the Security Council to extend the embargo, and that if it was unable to persuade other countries to do so, it would assess all possibilities to do so. .

On the other hand, the secretary of the Expediency Council in Iran Mohsen Rezai said that the international arms embargo imposed on Iran will end soon, and that no one can then prevent his country from acquiring conventional weapons.

Rezaei told Al-Jazeera that the position of the United States and the European Union on lifting the arms embargo is not binding on Iran, and that Tehran will not abide by it.
