According to media reports, on April 28 local time, Spain announced that it will reduce the state of emergency in four stages and plans to return to normal at the end of June. Spanish Prime Minister Sanchez said that starting from May 4 local time, the previous restrictions will be implemented in phases and regions.

In the initial stage, barber shops and other businesses that operate through appointments will open, and restaurants will resume offering takeaway services. In the next stage, it is expected that on May 11th, bars in most parts of Spain will be able to open the terrace part, but the passenger flow must be limited to one third. At the same time, the government will allow healthy people to hold small gatherings. Until the final stage at the end of June, the beach may be open by then.

It is reported that since the Spanish government declared a state of emergency on March 14, adults can only go out for reasons such as purchasing necessities and medicines, seeing doctors, and walking dogs. Children do not go out under any circumstances. From April 26th, children under the age of 14 can go out for an hour a day. Spanish Prime Minister Sanchez said that the promotion of "unblocking" measures at various stages will depend on how the infection rate develops, the number of intensive care beds, and compliance with social alienation rules and other factors, and does not set a specific start date for each stage Or the threshold will depend on the situation. The local authorities will be responsible for monitoring the situation in their area, but the Spanish Ministry of Health will have the final say in promoting the reduction of the state of emergency.
