"I recommend that everyone wear a mask as soon as they leave their home," he said. Several municipal councilors participated remotely, and among the few councilors present, most had followed the instructions and wore a mask, for a very specific municipal council.

Indeed, three months ago, Roland Ries thought he was living his last city council at the head of the city. "This meeting should have been chaired by a new mayor," noted the one whose mandate was effectively extended by the Covid-19 crisis. After a minute of silence in "tribute to the deceased, victims of the coronavirus", an update on the health situation was made. "We have not left the zone of turbulence, more than ever we must be vigilant", summarized Roland Ries.

No postponement of the start of the school year

Deputy (PS) to the mayor, Philippe Bies asked for the postponement of the reopening of the schools "until June 2, and why not, in September", as recommended last month by the scientific council. The elected official is worried about instructions "impossible to implement with children". Response from Roland Ries: "Postponing to September would mean that there would be six months of a hole" in the school career of children, with a particularly negative effect in disadvantaged areas.

"If there were to be a peak in the coming days, it would have to be postponed. Otherwise, let's enter a new phase of confinement, more flexible, more moderate, enjoined Roland Ries. I am not for the postponement, neither of eight days, nor of fifteen days, and even less in the fall. Sharing the "attachment to economic recovery" expressed by Jean-Philippe Vetter (LR), the mayor recalled the need to "allow companies to return to work, probably with precautions".

“We will probably welcome CM2 first, May 14 and not May 11, said the education assistant, Françoise Buffet. The resumption of kindergartens is not currently envisaged.

A field bonus for municipal officials

Alain Fontanel, deputy (LREM) to the mayor, addressed "sincere thanks to the hundreds of agents who worked during this difficult period". By "principle of solidarity", all agents' salaries were maintained during confinement, he said.

"Act of recognition", an "exceptional bonus of land" will also be paid to agents who "have ensured the continuity of public service", announces the elected official. Are concerned: "The agents of the cemeteries, the civil status, the CCAS, the municipal police, the logistics, the animators, animators and Atsem" who ensured in particular the guard of the children of the caregivers, that is to say more than 650 agents in permanence in the field, describes Alain Fontanel. Amount of the premium: 35 euros per day of physical presence, 15 euros for punctual interventions of at least three hours. Tax-free amounts up to a ceiling of 1,000 euros.

10 million euros cost for the city

On the budgetary level, the health crisis will have cost the city at least 10 million euros. "We maintain all of our operating and investment commitments and we have additional expenses for safety equipment, such as masks, for an amount estimated at two million euros", describes the finance assistant (PS) Serge Oehler. To these expenses, we must add a shortfall: that of parking and rental fees on shops, for more than eight million euros. According to the elected official, "the basic financial situation of the city remains healthy".
