Beijing implements mandatory garbage classification
Beijing News, May 1 (Reporters Zhu Jingruo, He Yong) The newly revised “Beijing Municipal Waste Management Regulations” (hereinafter referred to as the “Regulations”) will come into effect on May 1st. What is significantly different from the past is that the “Regulations” The classification of personal household waste has been increased from advocacy to obligatory clauses, and the punishment measures for the behavior of domestic waste mixed input and mixed discharge, mixed transportation and mixed transportation by receiving and transporting enterprises have been clarified. This means that Beijing's waste sorting has entered an era of coercion.

The implementation of mandatory classification has formed some Beijing characteristics.
Form a management system. In addition to the newly revised "Regulations", the "Beijing Property Management Regulations" will be implemented simultaneously on May 1 to clarify the specific responsibilities of properties for garbage classification. The municipal government has also issued four supporting regulations, and is studying the establishment of a standard system for waste classification, collection, transportation, and disposal.
Clear classification responsibilities. According to the "Regulations", the units and individuals that generate domestic waste are the responsible subjects for classified release. They should be put into correspondingly labeled collection containers according to the classification of kitchen waste, recyclables, hazardous waste, and other waste. For individuals who do not throw garbage in accordance with the classification requirements, follow the principle of combining punishment and education, and the person responsible for the classification management of domestic garbage shall first dissuade. The department reported that the city management comprehensive law enforcement department gave a written warning that if it violated the regulations again, it would be fined not less than 50 yuan but not more than 200 yuan.
Promote waste reduction. Starting from May 1, Beijing restaurants shall not actively provide disposable chopsticks spoons, knives and forks, and hotels shall not actively provide disposable toothbrushes, combs and other supplies.
Play a mandatory role. Establish a citizen supervision and complaint mechanism, and the Municipal Urban Management Law Enforcement Bureau will establish and improve the daily law enforcement inspection mechanism. The city has set up more than 113,000 garbage classification barrel stations and classification post stations, and equipped with more than 20,000 garbage classification instructors.
