Participated in 34 cities with lagging water standards and black and smelly water remediation cities nationwide.

　　The opinion of the consultation pointed out that all localities resolutely implemented the Party Central Committee's decision-making and deployment, continued to increase efforts, and the overall improvement of the national water environment was obvious. In the first quarter, of the 1940 nationally controlled sections of surface water, the proportion of Class I-III sections was 79.9%, an increase of 5.6 percentage points year-on-year; the ratio of inferior Class V sections was 2.2%, a decrease of 3.8 percentage points year-on-year. Shanxi, Inner Mongolia, Shanghai, Henan, Guangdong, Sichuan, Shaanxi and Gansu increased the proportion of Class I-III water bodies by 10 or more percentage points; Hebei, Shanxi, Liaoning, Jilin, Heilongjiang, Shanghai, Hubei, Guangdong, Shaanxi , 11 provinces such as Gansu, Ningxia and other provinces have reduced the proportion of inferior V water bodies by 5 or more percentage points. Jinzhou, Yingkou, Huizhou, Guyuan, Handan and other cities have made positive progress in improving water environment quality.

　　The consultation opinions emphasized that although the overall national water ecological environment is improving, it still faces many problems.

　　First, some provinces and cities have greater pressure to complete the 2020 mission. The number of Class Ⅰ-Ⅲ sections in Guangdong and Jilin provinces, and the number of Class Ⅴ sections in Zhejiang, Sichuan, Anhui, Shandong, Shaanxi, Liaoning, Tianjin and other provinces are still far from the annual target.

　　The second is the 22 cross-sections involved in the task of eliminating the "inferior" state-controlled cross-sections of the Yangtze River Basin and the Bohai River into the sea. There are still 4 inferior V-type cross-sections, which are the Zigong City Carbon Research Institute in Sichuan Province and the Matangkou Tide-proof Gate in Binhai New Area , Qingjinghuang tide gate, Wanjia wharf section. In addition, two inferior V-sections such as the Shuikou of Chuzhou City in Anhui Province and the exit of Canglang Canal in Binhai New District of Tianjin City were added this year.

As of the end of March, Huanggang City, Jingzhou City, Suizhou City, Hubei Province, Yangjiang City, Shantou City, Guangdong Province, Kaifeng City, Xinyang City, Henan Province, Hegang City, Heilongjiang Province, Zhuzhou City, Hunan Province, Luzhou City, Sichuan Province, etc. In 10 cities, there is a large stock of black and odorous water, and the progress of treatment is lagging behind.
