The Popular Authority in Shabwa Governorate in Yemen said that the Saudi-Emirati coalition supports and builds armies and militias outside the country in order to continue fighting between Yemenis, for its part, Saudi Arabia expressed its refusal to leave the Riyadh agreement, in reference to the announcement of the Southern Transitional Council of self-management and the state of emergency in southern Yemen.

The authority, located in the southeast of the country, said in a statement that Saudi Arabia and the United Arab Emirates "exercise power through their officers, and dominate the decision and sovereignty in the areas that claim to be governed by legality."

She described the statement issued by the UAE-backed Southern Transitional Council regarding the declaration of self-management in the subject areas as "an escape from responsibility and coverage of its failure to provide services to citizens in the areas that the Council has run for years."

Criticism of the government
Just as Shabwa criticized the government 's response to the announcement of the Transitional Council, describing it as more like an organization seeking help and solution from the problem maker, its financier and supporter.

On the other hand, the Saudi Council of Ministers stressed the need to cancel any step that violates the Riyadh agreement signed between the Yemeni government and the transitional council last November.

The council’s statement issued at dawn today stated that it supports what was issued by the coalition led by Riyadh, which calls for the need to return the situation in Aden and some southern governorates before the declaration of a state of emergency by the transitional council.

On Saturday, the Abu Dhabi-backed Transitional Council declared a state of public emergency and inaugurated what it called the self-administration of the south.

The position of the governorates
Within hours, six of the eight southern governorates rejected this announcement, and confirmed their adherence to loyalty to legitimacy and President Abd Rabbuh Mansour Hadi.

The transitional council has been in control of Aden (the temporary capital of Yemen) since last August, after battles with government forces that ended in the expulsion of the latter after the UAE provided support to the council's forces, which Abu Dhabi denied.

In November 2019, the government and the Transitional Council signed an agreement known as the Riyadh Agreement, which includes 29 clauses to address political, economic, military, and security conditions in the south, but the two sides exchange accusations about responsibility for disrupting the implementation of the agreement.

In the same context, US Secretary of State Mike Pompeo said yesterday that his country is concerned about what was announced by the Southern Transitional Council, warning that such actions exacerbate instability in Yemen and threaten efforts to revive political talks between the government and the Houthis.
