Could de-escalation be carried out within a province or island at different speeds, with zones in one phase or another? Possibly yes. Health opens to study it after several communities claimed it yesterday. The Government's plan sets the province or the island as the unit of measure that a series of sanitary markers must meet to progress in the recovery of economic activity and the abandonment of confinement.

Some regional presidents such as Emiliano García-Page, in an interview in this newspaper, have already spoken in favor of a different evolution within the provinces themselves, because the number of infections varies by area.

The president of the Valencian Generalitat , Ximo Puig, demands a division by departments of health or regions and not provincial. Alberto Núñez Feijóo also proposes that the health area be the reference and that there be reflection on preventing mobility between provinces, alluding to neighboring towns with a similar epidemiological situation. Castilla y León and La Rioja support a segmentation by basic health zones. And Andalusia proposes that Huelva and Almería enter phase 1 as of May 4 - as Fomentera , El Hierro , La Graciosa and La Gomera - and that this advance is also allowed in some regions of Malaga .

The Government does not rule out agreeing to these requests if the communities are able to motivate them and guarantee, as explained by the Minister of Health, Salvador Illa, the "tightness" of these smaller units and that there is no mobility. With the added information of epidemiological, sanitary and economic criteria it could be authorized.

This is one of the many fringes that the Executive has left open and that will be defined throughout these weeks. The Government's plan details the steps in the recovery of economic activity and the conquest of greater mobility in the coming weeks, in a process articulated in four phases, but offers few details on how the population's confinement will be lifted.
