In 2019, the Ministry of Ecology and Environment organized an assessment of the conservation effectiveness of 25 national nature reserves in Henan, Shaanxi, and Gansu provinces in the Qinling region.
The results show that the protection of national nature reserves in the Qinling region is generally good. Through the central eco-environmental protection inspector and the "Green Shield" special action, threats such as illegal development activities in the protected area have been basically contained, the ecosystem and the habitat of important species have remained stable, and the main protected objects such as wild pandas and crested ibis Good protection, the population continues to increase, ecosystem services continue to increase, and people ’s awareness of ecological protection has increased significantly. The working system of most protected areas is basically sound, the management and protection facilities are relatively complete, and the propaganda and education have their own characteristics, which basically meets the needs of management and protection.
The protection effect of each protected area is obvious, but there are still some outstanding problems. There are prominent problems affecting the ecological environment in some protected areas, and 16 new key issues involving quarrying, sand mining, industrial and mining production have been discovered in the Hanzhong Crested Bird Protection Area in Shaanxi; the number of main protected species in individual protection areas has decreased significantly, such as rare and aquatic in Qinzhou, Gansu One of the main protected objects of wild animal reserves, Qinling salmon, has a significantly reduced population compared to 2012; some protected areas do not pay enough attention to the main protected objects other than giant pandas, such as the population of the main protected objects such as takins and golden monkeys The distribution of habitats and habitats is unclear; the ecological environment monitoring system of most protected areas is incomplete, and the basic data is lacking, which is not conducive to the refined management of the protected areas; the problems of weakened management of the protected areas and irregular systems still exist, such as Henan Funiu Mountain Protected Area Involving Luoyang, Nanyang, Pingdingshan and other 3 cities and 6 counties, the day-to-day management is carried out separately by the county's administrative bureaus, and there are still "one organization with multiple brands" phenomenon in multiple bureaus, and there is no effective unified management organization.
Recently, the Ministry of Ecology and Environment feedback the evaluation results to the relevant places to urge the rectification of the problem.
