The Prime Minister presented the much awaited deconfinement plan in the early afternoon to the National Assembly on Tuesday, less than two weeks before the date set for May 11. A long-awaited and very prepared intervention, which must set broad outlines but will leave room for maneuver to local actors for the implementation.

It will be "the discourse of the method of deconfinement". Edouard Philippe is expected Tuesday at 3 p.m. at the National Assembly to speak to the deputies ... and the French. The Prime Minister must present the containment exit plan. "Not a fully-fledged plan", warns the executive, but "an architecture to be adapted on the territories" with elected officials and social partners. The latter "will have room for maneuver," promises an adviser.

The task is colossal, local declination essential. "The question of opening the school is not understood in the same way in rural areas or in the Lyon conurbation," said a minister. Until the last minute, Emmanuel Macron, Edouard Philippe, the Minister of Health Olivier Véran and Jean Castex, the "Monsieur Déconfinement" of the government, will therefore refine their arbitrations.

The distribution of masks, the tests, the return to school and work, the reopening of shops, the management of transport and the organization of rallies will also be discussed. With a crest line on which to stay: ensure that activity resumes while limiting the risks of a second wave of coronavirus epidemic.

Just six weeks after the containment was put in place, the time was long overdue. And very prepared. Emmanuel Macron had given the Prime Minister 15 days to present this plan. "Deadlines are met, we're ready," smiles a friend of Edouard Philippe.
