During his presentation of the deconfinement plan, which will start on May 11, Prime Minister Edouard Philippe announced Tuesday measures that will disrupt the daily life of the French. According to him, "we will have to learn to live with the virus". 

"If everything is ready on May 11," he said, "then will begin a phase that will last until June 2. It will verify that the measures implemented allow the epidemic to be brought under control." assess, depending on its development, the measures to be taken for the next phase which will start on June 2 and which will run until the summer. " But "if the indicators are not there, we will not deconfine on May 11", he warned, or "more strictly".

Travel without certificate authorized from May 11, subject to conditions 

It will thus be possible to circulate without certificate from May 11 up to 100 kilometers from his home. Travel further afield will only be possible for "an imperative, family or professional reason". "Private visits, when they resume, must be surrounded by precautions, like exits," said the Prime Minister. 

Despite these conditions, the oldest can travel without a certificate. "There will be no control, no exit certificate for the oldest among us," said Édouard Philippe, referring to a "principle of trust and responsibility". However, he encouraged older people to limit their travel.

Reduced public transport 

The capacity of public transport will also be drastically reduced for at least the three weeks following May 11, in order to respect social distancing. "This means, for example, that the capacity of the Paris metro will be (...) drastically reduced compared to its normal capacity", declared Edouard Philippe, before affirming "that it will be necessary (...) to condemn one seat out of two, promote, by markings on the ground, good distribution on the quays, prepare to limit flows in case of crowds. " 

Sanitary measures must also be observed by users. The wearing of the mask will therefore be compulsory for all passengers on public transport for the three weeks following May 11.

Travel between severely limited regions

Travel between regions or departments should be limited. From May 11, they will be reduced "only to compelling professional or family reasons, for obvious reasons of limiting the circulation of the virus", detailed Édouard Philippe. In this context, binding measures will be put in place for train travel. 

No religious ceremonies before June 2, cemeteries will reopen 

The places of worship, currently open, may continue to welcome the public. However, Édouard Philippe considered it "legitimate to ask them not to organize ceremonies before June 2", noting in passing, "the impatience of the religious communities". A measure that applies to massively postponed marriages since the start of confinement. The head of government declared that "while waiting for better days, the town halls will continue to propose, except emergency, the postponement of the marriages".

From May 11, cemeteries will reopen but burials will have to be framed. "Funeral ceremonies will remain authorized as today, up to a maximum of 20 people," announced the Prime Minister. 

Meetings limited to 10 people

Now prohibited, rallies organized on public roads or in private places "will be limited to 10 people", from May 11, the Prime Minister said.

Some parks open but beaches closed 

Closed since the start of containment, the parks and gardens can open again. However, this will only be possible in the departments where "the virus does not circulate actively", according to the Prime Minister, in other words, in the "green" departments. The health situation will indeed be studied locally, department by department, differentiated into "green" or "red". 

After May 11, the beaches will remain inaccessible to the public at least until June 1.

Media libraries, libraries and small museums will reopen 

The cultural world, shut down since the beginning of containment, will resume its course, to a lesser extent. If the media libraries, libraries and small museums "will be able to reopen their doors as of May 11", this will not be the case for large museums, cinemas, theaters and concert halls. As for "halls and multipurpose rooms, they will remain closed" until June 1, "warns Edouard Philippe. 

The authorized sports activity, subject to conditions 

Currently authorized only on condition of a certificate, the practice of an individual outdoor sporting activity may be carried out freely. But "the current kilometer barrier" must not be crossed and "the rules of physical distance" respected, warned Edouard Philippe. It will be the only authorized scenario since "it will not be possible either to practice sport in covered places, nor collective sports, nor contact sports", according to the head of government. 

The resumption of collective sports, indoor sports and contact sports will be "studied in a next phase", said the ministry after the speech of Edouard Philippe, with "a clause of revoyure on June 2".

No events of more than 5,000 people

Canceled or postponed during confinement, major sporting and cultural events, in particular festivals, major trade fairs, all events which bring together more than 5,000 participants will, after May 11, still be prohibited. Édouard Philippe clarified that these events "cannot be held before September". 

The Prime Minister also announced that the 2019-2020 Ligue 1 and other professional sports season will not resume. Shortly after his speech, the sports ministry also clarified that "before the end of July, there can be no competition, even behind closed doors".
