His speech, followed by a debate and a vote by the deputies, breaks down into six themes: the health aspect of the crisis (tests, masks, etc.), the problem of schools, the question of work, opening of shops, operation of transport and organization of gatherings. Before a hemicycle occupied by only 75 deputies, the Prime Minister first warned on Tuesday against "the risk of the collapse" of the economy if the deconfinement was not implemented "gradually, carefully".

It is "better" to wear a mask

Edouard Philippe affirmed that it was "preferable", in "many circumstances" to "wear a mask", dismissing the idea of ​​a shortage: "There are many more masks in the country than the Government does order. (…) We receive almost 100 million surgical masks per week now, and we will receive nearly 20 million washable general public masks starting in May. "

Objective of 700,000 tests from May 11

"At the end of confinement, we will be able to massify our tests. We have set ourselves the objective of carrying out at least 700,000 virological tests per week by May 11," announces Edouard Philippe.
