“I was at home when the doorbell rang. On the landing there was a policeman in a medical mask. He said that because of the threat of coronavirus spreading, the entire staircase is being quarantined. Until May 2, we are forbidden to go out, ”says Victoria, a resident of the“ infected ”entrance, by telephone. RT (name changed at the request of the heroine).

Now, two policemen are on duty around the front door to the entrance. On the first day, more than ten law enforcement officers watched the isolation of people, Victoria claims. She believes that at first the authorities were afraid of the mass escape of residents, but they all reacted to strict measures with understanding.

According to Omsk, first coronavirus was detected in one person in the stairwell, now six are sick with the virus.

“We all tested for COVID-19. Three tests will be done for each person. My first result is negative, two more are not ready. All working people got sick leave. This year I am finishing my master's program, I will not have a session, but the defense of the diploma is ahead, ”says Victoria.

Already after the introduction of quarantine, there was a rumor among the inhabitants of the entrance that one of the patients was about to escape. Because of this, they allegedly introduced isolation. Hearing only strengthened confidence in the need for strict measures.

“All contacts are excluded. Relatives bring food to the residents of the entrance, leave the packages at the door of the house, so that later they can be picked up. Someone picks up food on a rope, but they do it on the lower floors. Until the ninth, no rope is enough, ”says Victoria.

The only exception to the strict rules is for dog owners. Pet owners can go to the nearest lawn. The walk does not last long, during which dog breeders should not communicate with anyone.

Residents of the quarantine entrance told about their position in social networks. At first, Internet users did not believe them, asked for supporting photos, details, documents. Then, when it became clear that everything was real, they began to support the locked people en masse.

“I think that in May-June many will go through this,” said Nikolai, a resident of Omsk, in the comments. Users mostly agree with him: in their opinion, strict isolation will be applied more and more often.

Whose order

It is interesting that representatives of the regional leadership did not want to take responsibility for isolating the entrance. The Ministry of Regional Policy and Mass Communications of the Omsk Region RT said that the decision to introduce quarantine at the entrance was made not by the governor or the government, but by the regional Rospotrebnadzor. According to representatives of the ministry, the chief medical officer of the region is responsible for all quarantine policies.

In a regional branch of the Federal Service for Supervision of Consumer Rights Protection and Human Well-being, they received the following response to a written request from RT: “The Office of Rospotrebnadzor in the Omsk Region daily transmits to the regional department of the Ministry of Internal Affairs a database of citizens who received a resolution of the chief state sanitary doctor of the Omsk region on a mandatory 14-day isolation at home. The powers of control over compliance with the regime of their self-isolation in accordance with the decision of the regional headquarters to counteract the spread of coronavirus infection in the region were transferred to the Ministry of Internal Affairs of the Omsk Region. ”

The Ministry of Internal Affairs in the Omsk Region RT said that all key decisions are made at the level of the regional headquarters for the fight against the virus, which is headed by the governor. Therefore, the answer must be sought from the leadership of the region. The circle is closed.

At the same time, everyone agrees that the isolation of the entrance is a necessary and definitely necessary measure.

“After the completion of the coronavirus epidemic, I would reward the person who decided to isolate the entrance. I was not afraid to take responsibility, ”said Yaroslav Lesovsky, head of the department of information and legal support, personnel policy and public service of the Ministry of Regional Policy and Mass Communications of the Omsk Region, RT.

Meanwhile, the case in Omsk is not the only example when the authorities decided to completely isolate the focus of the disease or potential carriers of infection.

So, in the Leningrad Region, 500 labor migrants were isolated in a hostel. The local police put up a cordon so that none of the potentially sick people could leave.

In Yekaterinburg, 62 Russian tourists who returned from Goa were quarantined in a holiday home. Security is set around the perimeter. People will stay in the rooms for two weeks.
