“I rely on your support”: Sobyanin extended extended alert in Moscow until May 11

“Every day I read appeals and requests to ease the regime of restrictive measures. Believe me, I want to do this no less than yours. But in today's situation it will be just an irresponsible and populist decision, which will inevitably lead to an even greater number of sick and dead, ”said Sobyanin.

He emphasized that the number of Muscovites diagnosed with coronavirus, despite the decrease in growth dynamics, increased by 70% over the week, while there were about 17 thousand infected in hospitals, several hundreds in intensive care and mechanical ventilation, while every day in Moscow dies from complications associated with COVID-19, 30-40 people die.

“As soon as the incidence rate declines, we will immediately begin to weaken the existing restrictions. But in the coming days they must be observed as strictly as possible. I count on your support. Only together we can win, ”concluded the mayor.

The updated decree also toughened the requirements for maintaining silence in residential buildings - noisy repairs are provided for no more than four hours on weekdays (from 09:00 to 11:00 and from 17:00 to 19:00). In addition, the organization of children's recreation was suspended until July 31. Also in the coming days will begin the payment of "children's" supplements to unemployed citizens in the amount of 3 thousand rubles per month.

Earlier, Russian President Vladimir Putin held a video conference with leaders of Russian regions on countering the spread of coronavirus infection. The head of state announced the extension of the period of non-working days in the country until May 11 (taking into account the May holidays) and urged Russian citizens to be disciplined, since the peak of incidence of CVID-19 in the country has not yet been passed.

“To establish non-working days from May 6 to May 8, 2020, with salaries retained by employees,” the document says on the Kremlin’s website.

In addition, the government was instructed by May 5 to prepare a plan for a phased exit from the restriction regime after May 12, to develop a new package of measures to support business and citizens, a national plan for the large-scale normalization of business life in the country and to establish a new professional holiday on April 28 - Ambulance Worker Day.

At the same time, the head of Rospotrebnadzor Anna Popova during the meeting pointed out that the preventive measures taken by the Russian authorities to combat the spread of coronavirus infection COVID-19 avoided an "explosive increase in the incidence" of coronavirus.

In addition, thanks to these measures, over the past month, the growth rate of new cases of coronavirus infection COVID-19 in Russia has decreased by 3.5 times - from 27% to “seven percent”. The chief sanitary doctor of the Russian Federation stated that the mortality rate in the country is one of the lowest in the world, "it does not exceed one percent."

“We will certainly fulfill your order by May 5 in order to orient the regions. These rules, if adopted, must be strictly enforced. Strictly. Any deviation will lead to the point where we left, to return to harsh modes, ”she added.

In turn, Moscow Mayor Sergei Sobyanin also added that over the past week, the dynamics of infection in the capital and the country has halved, but remains “serious”.

“One of the serious risk regions is the regions of the Central Federal District. Because, in fact, 30 million people who are in this territory form a large agglomeration. And the question there is not only in summer residents. A large number of people come to the Moscow region, from the Moscow region to Moscow, to work, to relatives and friends. In turn, the Minister of Health, Mikhail Murashko, warned citizens about spending leisure time on May holidays. He regretted that recently there has been an increase in cases of coronavirus infection within families.

“I want to take this opportunity once again to warn citizens from trips to the May holidays to relatives and friends, because over the past month we, unfortunately, have fixed intra-family forms of infection. Therefore, it is extremely important to preserve the life, especially of our dear and beloved older family members, to protect them and protect them from additional risks, ”he said.

Concluding the video meeting, the head of state addressed the citizens of the Russian Federation. Vladimir Putin agreed that any prohibitions, including justified ones, irritate and anger, but recalled the well-known formula: "Everyone’s freedom is limited to the freedom of others."

“In the fight against infection, she - this formula - is more than appropriate. If someone prefers a different behavior, that is, his personal, unlimited freedom raises above the interests and freedoms of other people, then today he threatens their life. And in this case, freedom turns into irresponsibility, selfishness and, in a sense, violence against others, can lead to considerable troubles, ”the president explained.

The head of state added that after the epidemic, life in Russia will certainly improve, and with joint efforts this can be done "as soon as possible."

He also drew attention to the fact that during the period of self-isolation the “holy holiday - Victory Day” will take place. According to him, on May 9 a parade of aviation equipment will be organized in honor of the heroes of the Great Patriotic War, and in the evening a festive salute will be given in the cities.

“We will remember our soldiers of the Great Patriotic War, those who are no longer with us. And of course, congratulations to our veterans. Even if we can’t hug them, we’ll find an opportunity to tell them the warmest words. And everything that was planned in honor of the 75th anniversary of the Great Victory will certainly take place. We will hold the main parade on Red Square and the march of the Immortal Regiment. We will worthily mark the anniversary date of the Victory, when we are sure that the situation is completely safe. And above all, doubly, for our veterans, ”said Vladimir Putin.
