  The "Guiding Opinions" proposes to improve and standardize the certification work issued by grassroots self-governing organizations while comprehensively cleaning up the "wonderful" certificates, circular certificates, and repeated certificates that bother government residents, public enterprises, public institutions, and service agencies, and bother the residents.

  The "Guiding Opinions" proposed that all regions should deploy special actions for "community universal chapter" governance, and work together from top to bottom to centrally promote improvement and standardize the certification work of grassroots mass autonomous organizations. The Ministry of Civil Affairs shall, in conjunction with relevant units such as member units of the Inter-Ministerial Joint Conference on National Community Construction, conduct field investigations and organize third-party assessments to track the effectiveness of work in various areas.

  The "Guiding Opinions" require that civil affairs departments at all levels, together with the relevant departments, establish an open exposure and mandatory correction mechanism. In the future, all government departments, public enterprises, public institutions and service organizations will once again ask the residents to find unreasonable proofs from the grassroots mass autonomous organizations that cause difficulties for the residents to do business and start businesses.
