A reopening in three stages, by department: this is what 110 deputies of the majority (LREM, Modem, Agir, UDI and related parties) recommend in a report given Monday morning to Bruno Le Maire and to Secretary of State Jean-Baptiste Lemoyne. The parliamentarians, members of the Tourism group of the National Assembly, recommend strict precautions.

A progressive reopening of restaurants from May 11, the date of the start of deconfinement. This is one of the recommendations of a report from the Tourism group of the National Assembly given Monday morning to the Minister of the Economy Bruno Le Maire and to the Secretary of State Jean Baptiste Lemoyne, signed by 110 deputies of the majority ( LREM, Modem, Agir, UDI and related).

A reopening by department 

For these parliamentarians, there is no question of reopening terraces and dining rooms everywhere at the same time: the deputies recommend a reopening in three stages, by department. It would be from May 15 for the departments where mortality from coronavirus is low, 15 days later for those where mortality is moderate and finally from June 15 for the departments most affected.

To this would be added restrictions in terms of reception of the public: for example, a restaurant with 50 covers will have to make only 30. Without forgetting the barrier gestures, greater distances between the tables as well as their disinfection between the services.

Government to vote in late May

With this proposal for a rapid reopening, demanded in particular by the right-wing opposition, the 110 deputies of the majority who signed this report want to go much faster than the government, which announced a decision in late May for restaurants and bars, in order to avoid reopening "in a rush".

A white year for the tourism sector

More generally, the deputies, whose report will also be sent to Matignon and the Elysée Palace, intend to contribute to the tourism plan which will be presented during the month of May for the department. In addition to the gradual reopening of restaurants, they recommend a clean year for the tourism sector. It would be a question of freezing all the liabilities resulting and contracted during this crisis by guaranteeing it by a dedicated State fund, over a period which could be of five years, by proposing to all the actors a moratorium of the debt 2020. 

The parliamentarians also discuss the possibility for employers to pay the "Macron bonus" in holiday vouchers, in order to facilitate departures to France after the crisis.
