The children have left their homes this Sunday for the first time in six weeks of confinement and have walked through the parks of Valencia, reopened for the occasion, between calls for caution and the responsibility of the authorities so that there is no setback in the situation of the coronavirus pandemic.

The first Sunday of outings for children under 14 has coincided with warm temperatures and sunny weather, which has encouraged little ones to leave home for the first time in weeks. But they must do so in compliance with the regulations of the Ministry of Health to prevent the spread of the coronavirus: an hour's walk per day, within a radius of one kilometer of their home, with an adult who lives with them is allowed and they must maintain an interpersonal distance with third parties of at least two meters.

Councilor for Citizen Protection of the Valencia City Council, Aaron Cano, explained that this Sunday "no sanction was going to be applied", but rather it was the day to "explain to people the reasons why one can be sanctioned".

To estimate these sanctions, Legálitas is based on the Citizen Security Law, specifically, in article 36.6 of said norm in which "disobedience or resistance to the authority or its agents in the exercise of their functions" is considered a serious infraction. . Although, it indicates that, according to the General State Advocacy, there must necessarily be an express and individualized requirement by the agent of the authority that is not met, that is, that it cannot be automatically classified as an offense.

According to Legálitas' lawyers, the fines that have hitherto been received by citizens for disobeying the state of alarm, "are usually found in the lowest part of that range, that is, at 601 euros." In any case, they specify that the sanctions depend on the severity of the events, and that "an aggravating factor is going out in the company of other people."
