  • Economy: The Government will not allow each community to design its own reopening of tourism: there will only be one health protocol

With all the communities finalizing their own plans for de-escalation and pending the Inter-territorial Health Council, which this afternoon brings together the Minister of Health and the regional councilors to precisely address this phase, Salvador Illa has made it clear today that this process "is directed by the Government ".

The Executive does not yet have a concrete plan to gradually abandon confinement and the only measure of relief adopted is the one-hour walks starting with the children's Sunday. The exit path is much more advanced in many regions, although also at the request of the Ministry. But Health does not want to lose control no matter how much asymmetric de-escalation is allowed, different in each territory. Illa has defended that the communities will have an "important role" but everything will go through the Executive's filter. In fact, there will be decisions by geographic area, not strictly by region.

With this notice the minister has watered down the claims of some presidents to act on their own and, above all, the head of the Catalan Government , Quim Torra, who this morning has asked the Parliament that Catalonia "who has competence, experience and knowledge, can do your misunderstanding. " Illa's response has been that the Government "will listen" to the communities but will be the one in charge of the process.

The Council of Ministers today approved the third extension of the state of alarm, which will last until May 9, after obtaining the authorization of Congress on Wednesday. In this expansion, it comes into force that children can go outside under the formula of the 4 ones: A walk, an hour, an adult, a kilometer, referring to the conditions in which it must occur. The decree allows the Minister of Health to adopt new measures depending on the situation of the pandemic. For now, apart from the decision on minors, "there is nothing more planned."
