FSB officers detained a resident of the Tyumen region born in 2001, who was preparing an armed attack on one of the educational institutions in the region.

“A smooth-bore hunting rifle with ammunition, two hunting knives, ammonium nitrate, communications equipment, Internet instructions for making improvised explosive devices were seized from him,” the FSB communications center said.

The testimony of the detainee himself, as well as witnesses, confirm the Tyumen’s intentions to commit a crime, the FSB added. 

The Investigative Department of the IC of Russia in the Tyumen Region instituted criminal proceedings against the detainee under Part 1 of Art. 30, paragraphs "a", "e" of Part 2 of Art. 105 (preparation for the murder in a generally dangerous way of two or more persons) of the Criminal Code of Russia. According to the investigation, he was going to complete his plan in April 2020. According to the UK, the attacker hid the weapon at the place of residence.

“However, he could not bring his criminal intent to the end due to circumstances beyond his control, since his actions were suppressed by law enforcement officials,” the Investigative Committee said.

The issue of choosing a preventive measure is currently being decided.

Detentions in other regions

Over the past few months, the FSB has carried out a number of detentions of juvenile delinquents, who also planned to carry out armed attacks on educational institutions. The last of these detentions took place in Krasnoyarsk in mid-April. 

The FSB managed to prevent an armed attack on the school, which was prepared by a resident of the city of 2006 year of birth. During a search of the teenager’s place of residence, objects similar to improvised explosive devices, a shotgun of a hunting rifle with cartridges, and records of a planned crime were found and seized.

According to the preliminary version of the investigation, the teenager prepared the attack for four months. He began preparations for the attack in January 2020, in order to carry it out in April. But due to the closure of educational institutions to prevent the spread of coronavirus, he had to change his plans. 

“Due to the transfer of the educational process to the remote format, the teenager decided to change the date of the terrorist act to a later period,” the FSB regional department said.

The Investigative Directorate of the RF IC in the Krasnoyarsk Territory and the Republic of Khakassia initiated several cases under the Criminal Code of the Russian Federation in relation to the detained case.

“The teenager is suspected of committing crimes under Part 1 of Art. 30, part 1, article 205 of the Criminal Code (preparation for a terrorist act), Art. 205.3 of the Criminal Code (training for terrorist activities) and Art. 223.1 of the Criminal Code (illegal manufacture of explosive devices), ”the IC said.

The court, having examined the case file, decided to leave the suspect in custody for two months, until June 17 inclusive.

At the end of March, FSB officers in Sakhalin also managed to detain two students born in 2002 and 2003 who were planning to carry out an armed attack on an educational institution in their region. 

They were seized weapons, ammunition, as well as objects similar to improvised explosive devices. The plan of attack was described in personal diaries, which were also seized during the search. 

In relation to the detainees, a criminal case was initiated under Part 2 of Art. 205.2 ("Public calls for terrorist activities") of the Criminal Code of Russia. In addition, according to the FSB, young people are involved "in the propaganda on the Internet of terrorism, mass killings and suicide."

In February 2020, two teenagers were detained in Saratov, who were planning to shoot at an educational institution in May 2020. FSB officers detained minors on the territory of an abandoned bomb shelter, where the suspects made a cache and hid a sawn-off shotgun. 

During interrogation, one of them stated that revenge was the cause of the failed attack on peers. The detainee also said that they were planning a massacre, about 40 people were supposed to be their victims. 

“It was established that during the attack, in addition to firearms, the attackers also planned to use home-made incendiary mixtures, the manufacturing instructions for which they found on the Internet,” the Federal Security Service said in a statement.

The Investigative Committee of the Saratov Region opened a criminal case on the preparation of the murder of several people by a group of persons by prior conspiracy. 

As noted, minors were members of online communities promoting massacres and suicides.
