In 21 regions of the Russian Federation, a platform for issuing digital passes will be launched in the near future. This is stated in the message of the Ministry of Communications. This system is already operating in Moscow and the Moscow region.

“As part of the first phase of implementation, seven regions of the Central Federal District will be connected to the federal platform - Kostroma, Tula, Tambov, Yaroslavl, Vladimir, Belgorod and Oryol regions. Also, next week it is planned to begin implementing a federal solution in 14 regions of the Volga region, Siberia, the Far East, and the North Caucasus, ”the ministry said.

This is a system that allows citizens and employers to obtain a digital pass through their personal account on the public services portal, indicating the necessary data and the purpose of leaving home.

“In the Moscow Region since April 13, 2020, more than 900 thousand permanent digital passes were issued, about 400 thousand one-time passes are issued daily. The technologies of interaction with the digital pass system of the city of Moscow have been developed. Police officers in Moscow and the Moscow Region have the ability to read QR codes of residents of both regions, ”the Ministry of Communications said.

Earlier at a meeting of the presidium of the government’s coordinating council to combat the spread of coronavirus infection COVID-19, Moscow Mayor Sergei Sobyanin proposed extending the system of permits in Moscow to all of Russia. According to him, this will allow to control the trips of citizens on land, rail and air transport.

“So that we don’t cut these connections, but set up this system so that we can see what kind of flow, in what volume, who is moving, and so on,” the capital mayor said.

We add that since April 22 in the Moscow region, control over the availability of digital passes for traveling on personal and public transport has become almost fully automated. So, to make trips by ground transport or metro, you need to enter the numbers of your Troika, Strelka, monthly tickets or social cards in a special section on the official website of the Moscow Mayor.

According to him, the situation with the distribution of COVID-19 in the Russian Federation is “manageable”, since timely measures have created a reserve of forces and assets. In addition, the Ministry of Health has developed a special technology for the selection of already ill COVID-19 plasma donors, which will be used to treat seriously ill patients diagnosed with coronavirus. At the same time, an information resource has been created in Russia that allows you to track all patients with coronavirus. As explained by Murashko, this program will also allow you to have data on those who "could potentially be invited as a donor in helping other patients."

Pandemic preparedness

The first step in preparing the country for the fight against infection is to equip the required number of beds, the Minister of Health noted. According to him, this task is 82% complete.

“According to the plans brought to the regions, at least 95 thousand beds should be deployed by April 28,” the minister emphasized, adding that 80 billion rubles were allocated for these purposes to the regions as well.

At the same time, Murashko called for additional efforts in this direction to be made in the Omsk Region, the Stavropol Territory, as well as the Belgorod, Oryol and Tver Regions. In addition to the measures taken, Russia increased the production of mechanical ventilation devices, which are primarily sent to the regions with the most intense epidemic.

The Minister of Health also noted that the situation with personal protective equipment "is changing in a positive way."

“Over the past month alone, more than 90 personal protective equipment has been registered in the Russian Federation. These are products of domestic manufacturers that are involved in the issue. Plus, an established supply system from abroad, ”emphasized Mikhail Murashko.

The head of the Ministry of Industry and Trade, Denis Manturov, for his part, added that in the near future the production of mechanical ventilation devices (IVL) will be significantly increased.

“In April, the production of mechanical ventilation will be increased eight times - from 100 in March to 800 units. In May they should reach 2.5 thousand units and in June - 3.5 thousand units, unless, of course, the partners let us down in this, ”the minister emphasized.

He also added that the production of hygiene masks by microenterprises was brought up to 4.5 million pieces per day, the volume of antiseptic production per day reached volumes of more than 300 thousand liters.

In turn, Finance Minister Anton Siluanov said that on March 27, 33.4 billion rubles were transferred to the regions as part of the first tranche of financial assistance, but not all regions used these funds equally effectively.

“The regions have concluded agreements with suppliers, agreements with municipalities, medical institutions, and this morning (April 22 - RT), the amount of the contract is 23.9 billion rubles, or 71.5% of the first tranche is contracted,” the minister said.

Siluanov urged the regions to quickly procure the necessary equipment to prepare the regions for the fight against coronavirus infection.
