The Government has reinforced the contingency plan against gender violence before Covid-19 to expand protection to victims of trafficking and sexual exploitation, which includes the possibility that these victims and women in the context of prostitution with extreme vulnerability may be beneficiaries of the minimum vital income.

According to Equality, among the measures aimed at victims of trafficking, sexual exploitation and very vulnerable women in the context of prostitution, it is contemplated during the state of alarm to strengthen the dissemination of information telephones, the alternative housing in emergency situations, as well as the possibility of accessing the minimum vital income.

The Government wants this income to guarantee "the minimum subsistence conditions", provided that they meet the agreed criteria, to these women, many of them foreigners in irregular administrative situations, who generally live in contexts of social isolation and with hardly any networks. of support, circumstances that do not allow them to be familiar with their rights and with the resources of the environment.

Since the declaration of the state of alarm, the entities and NGOs specialized in psychosocial detection, care and intervention have had to paralyze in most cases their healthcare and outpatient activity, exposing women to a scenario of vulnerability and lack of protection of rights. , argues the Executive.

In order to guarantee the right to information of these victims, it is agreed to influence the dissemination of 24-hour telephone numbers for specialized entities, the free telephone number for the specific National Trafficking Police 900105090, as well as emails from the Civil Guard and the National Police.

Likewise, in order to detect and identify victims of trafficking, sexual exploitation and women in the context of prostitution, during the inspection and closure of hostels, hotels and clubs, the State security forces and bodies will strengthen coordination with entities. , organizations and specialized services to ensure assistance and protection to victims.

The plan contemplates that victims of trafficking and sexual exploitation, as well as women in the context of prostitution, may be beneficiaries of aid related to housing from the aid program for victims of gender violence, as well as public administrations and entities non-profit, whose purpose is to provide a housing solution to these victims.

With the reinforcement of the contingency plan for the coronavirus against gender violence, the Government explains that it complies with the warning of the United Nations Human Rights Council that States must take additional social protection measures so that their support reaches those at higher risk of being disproportionately affected by the Covid-19 crisis.
