In Moscow, additional measures have been taken that will almost completely abandon the manual control of passes introduced in the capital on April 15. This was announced on its website by Mayor Sergei Sobyanin.

Starting April 22, it will be possible to use only Troika and Strelka electronic cards, a single monthly ticket, as well as social cards from a Muscovite and a resident of the Moscow Region, to travel by public transport. Moreover, the numbers of these cards will need to be included in their digital passes at least 5 hours before the start of the first trip.

“If an electronic card number is not indicated in the digital pass, travel in city public transport will not be possible. The electronic card will not work on the metro turnstile or bus validator, ”Sobyanin said.

All other types of tickets will be suspended from April 22. The mayor noted that unused trips to citizens later compensate. 

In addition, to monitor compliance with the access control regime, car drivers will use cameras for photo and video recording of traffic violations and the traffic police of the traffic police. It is also necessary to include the car number in the digital pass no less than 5 hours before the first trip.

“Machines not included in digital badges will automatically be considered violators. Their owners will be fined, ”Sobyanin explained.

In addition, a new type of digital passes for volunteering is being introduced in the city.

In addition, military personnel, law enforcement officials, and other state-owned ID card holders, as well as journalists holding documents proving their credentials, are not required to obtain digital badges, but must register their personal / service vehicles and electronic numbers on mos.ru kart. And for taxi rides, they should receive special alphanumeric codes, which are issued in the same way as digital badges.

“The time limits imposed on April 13 are extended until May 1, 2020,” the mayor’s website said.

In addition, the program for providing free medicines to Muscovites undergoing treatment at home was expanded - now patients with ARVI symptoms will also receive them.

Sergei Sobyanin praised the results of the measures taken, noting that the incidence in the city is growing, but not exponentially and not according to the worst-case scenario, as, for example, in New York, similar to Moscow in terms of population.

“I believe that the effect of“ smoothing ”and preventing an explosive increase in the incidence at this stage has been achieved. This is the first, modest, but very important victory, ”added Sobyanin.

On the eve of an interview with Russia 1 TV channel, Sobyanin said that the traffic flow in the capital, since Wednesday, has decreased by half a million people.

Meanwhile, he did not rule out that the regime of special passes could be tightened in case of an increase in the number of violations by residents and enterprises. At the same time, Sobyanin added that at the moment there is still an adjustment of the existing system, in particular, passes with incorrect data are being eliminated.

Recall that from April 15 in Moscow for travel by public or private transport a digital code is required. A similar measure was introduced in the Moscow region.

In addition, since March 30, a self-isolation regime has been operating in the capital for all residents, regardless of age. Places of residence can be left in case of applying for emergency medical care, trips to work, making purchases at the nearest store or pharmacy, walking animals at a distance not exceeding 100 meters from the place of residence, taking out the garbage.

Moscow City Duma deputy Kirill Shchitov recalled that even in these cases, residents of cities should carry identity documents with them.

“A person should have a passport with him and any document that helps confirm his actual stay at a specific address, for example, a copy of the apartment rental agreement, or a copy of the property document for apartments that cannot be registered,” Interfax quotes him.

Meanwhile, Sergei Sobyanin said that the Moscow authorities managed to create a "safety margin for the medical system." According to him, the city is provided with additional capacities for at least two weeks.

“I will not make plans until the end, but at least for the near future that we see, we are confident that the medical system will cope with the tasks that confront it. And this is perhaps the most important thing, ”he said in an interview with Channel One.

In addition, the mayor of Moscow on Friday, April 17, opened a new infectious diseases hospital in the Troitsky and Novomoskovsky administrative districts (TiNAO), in the Voronovsky settlement. A hospital for patients with coronavirus infection COVID-19 was built in almost a month. According to Sobyanin, the first patients will be admitted to the medical facility on Monday, April 20.
