Confinement: Peruvians subject to administrative measures in case of violation

Already liable to fines or prison terms, confinement offenders will now be subject to administrative measures in Peru. In South America, this is called "civil death".

This measure is often applied in the region to people who “forgot” to go to vote. It is now the one to which will have been sanctioned for non-compliance with quarantine or confinement and will not have paid its fine during the following five working days.

This default will be recorded electronically. It will prevent the citizen from carrying out his administrative formalities with the public administration, renewing an identity card, a passport, or registering a property with a notary. It will also be impossible to carry out banking procedures. To sum up, no more papers, no more procedures: we are therefore faced with a veritable "civil death".

Reduce violation of containment rules

Carlos Morán, Peruvian Minister of the Interior, clarified that this measure will only be lifted after payment of fines ranging from around 23 to 115 euros for any violation of the confinement rules - not to mention interest.

In this country which has 32 million inhabitants , the rules to respect are for example not to circulate in the street to fulfill economic activities considered as non-essential, to move without mask, not to have a pass, to go out as a couple, not respecting safety distances, or refusing to identify themselves, among others.

The regime hopes that this "civil death" measure will help reduce the violation of confinement rules in a country which has more than 10,000 confirmed cases, including a baby born infected with the new coronavirus carried by his mother.
