April 15, 2020 Until April 8, prefectures received 105,727 business continuation communications from Covid-19 lockdown; for 38,534 the investigation is in progress; for 2,296 the suspension measure was adopted. This is indicated by a circular sent to the prefects by the head of the cabinet of the ministry, Matteo Piantedosi, following the entry into force of the Conte decree of 10 April which contains measures to contain the spread of Coronavirus until 3 May.

Accelerate inquiries about authorization requests
The prefects speed up the inquiries on the requests for authorization to continue the activity presented by the companies. This is indicated by a circular sent to the prefects by the head of the cabinet of the ministry, Matteo Piantedosi, following the entry into force of the Conte decree of 10 April which contains measures to contain the spread of Coronavirus until 3 May.

The decree extends the activities allowed compared to the previous legislation. And for a number of these (such as plants for the aerospace and defense industry and other strategic activities for the national economy) the new provision provides that the "prior communication to the prefect" system is sufficient, whereas previously "the authorization mechanism" was needed. Therefore, as regards requests for authorization arrived at prefectures "not yet defined or decided negatively", the circular urged prefects to speed up the investigation "in order to verify whether they could be considered as communications legitimately presented pursuant to" the new decree. In fact, reports the head of Cabinet, "since the companies that previously submitted these requests will now be able to benefit from an immediate start of the activity, pending the results of the checks underlying the possible suspension", it is clear that the prefects "will have to devote particular attention to the need for a rapid definition of the related investigations ".

Another novelty of the decree is that the prefect may order the suspension of the activity of a company "after hearing the president of the Region concerned". There is therefore a need for the prefects of the regional capital to "carry out the appropriate dialogue" aimed at guaranteeing "the compliance of the administrative action with the general interest and the improvement of the quality of the services rendered to the citizen".
