“We earnestly ask the townspeople not to issue a pass for nothing, just for show or just in case,” he added.

The pass can be of three types: for employment, for trips to medical institutions, for trips for personal purposes.

A work pass is issued for a period up to April 30 inclusive if the organization continues to work and the presence of an employee at the workplace “is absolutely necessary,” Moscow Mayor Sergei Sobyanin said earlier.

A pass for trips to medical facilities is issued for one day and applies to a trip to a specific medical facility. Personal travel permits are issued only twice a week.

It is noteworthy that a special pass is not required if the citizen is a soldier, civil servant, judge, journalist, security guard, lawyer or notary and has provided an official certificate.

In addition, a similar pass system is being introduced in the Moscow Region. The leadership of the region said that it is possible to obtain a pass for travel by personal and public transport in the application "Public Services STOP Coronavirus" or on the website of public services.

The press service of the regional government clarified that the previously announced short number 0250 is temporarily not used for issuing passes.

It is noted that permission to go to a store, a pharmacy, walk a dog, take out garbage within 100 meters of the place of residence is not yet required, but "this application has already been implemented."

The press service added that in order to ensure compliance with the self-isolation regime in the Moscow region, control over the police, the Russian Guard and the traffic police was strengthened.

Shortly after the publication of information about the passes and the launch of a system that allows them to be received, at least two attempts of external intervention became known.

On April 13, the Moscow Coronavirus Control Headquarters announced a bot attack on mos.ru portal servers, where they launched the service for issuing passes. The headquarters said that the bot attack was recorded, including from abroad. The circumstances of the incident are involved in law enforcement.

Later, the headquarters identified a group of attackers who called for the collapse of the service for issuing passes, creating an additional load using a large number of requests. It became known that we are talking about users of the portal JoyReactor, who were offered to "put" a site for issuing digital passes.
