In view of the current epidemic situation and the actual problems and difficulties faced by the national government personnel studying abroad, the relevant matters are hereby notified as follows:

1. For public officials studying abroad who are currently in Russia and should return to their home country (including the previous postponement due to epidemic and other reasons) between January 20, 2020 and June 30, 2020, due to objective reasons, they cannot return to China temporarily The time limit for studying abroad is extended to June 30th, and the public officials studying abroad can return to China before June 30th according to the actual situation, and go through the relevant procedures for returning home in accordance with regulations. During the extension period in Russia, scholarships will be provided according to current standards.

2. According to the "Notice on Supporting Measures for the Prevention and Control of New Coronavirus Epidemic" (hereinafter referred to as "Notification") issued by the State Council for Study Abroad on January 28, overseas students who are returning to China on vacation, meeting, etc., are temporarily unable to return Russian, it is recommended to properly communicate with Russian study abroad units and arrange a return time. During the domestic period, the period for studying abroad is calculated normally, and the scholarship living expenses will be paid normally after January 20, up to March 31 (tentative). If you do not return after March 31, the period of study will be suspended from April 1 and the living expenses of the scholarship will be suspended; after returning to Russia and reporting to your embassy or consulate, it will resume from the date of return to entry.

Those who have stayed in China who have not completed the leave procedure can make up for the leave procedure. After approval, the scholarship is issued according to the notice. If the leave is not requested or the leave is not approved, the scholarship will be suspended.

3. At present, students studying in Russia need to complete the scholarship settlement and issue the return certificate according to relevant regulations before they can return to their home country. If you go back to the country without going through the relevant procedures, you need to go through the leave application procedures, submit the relevant materials on the national public study abroad management information platform, then go through the scholarship settlement and issue the return certificate, and the scholarship will be suspended during your return.
