Chinese businessmen and migrant workers are the largest group of Chinese citizens in the consular district of our library (Binary Krai, Sakhalin, Kamchatka Krai, Magadan and Chukotka Autonomous Region). The consulate general is always concerned about your life and work here. Since I took office, I have traveled and looked at the "Chinese market" where all Chinese businessmen and laborers in the territories are concentrated, regardless of whether they are located in Vladivostok, Ussuriysk or Yugoslavia , Petropavlovsk-Kamchatka and Magadan. I have also made many friends of Chinese businessmen and workers.

The current epidemic of the New Crown is endemic, and the whole world, China and Russia are in a special period. At this moment, I have the following ideas to share with you.

1. Don't panic and anxious. As you may all see, compared with other major countries in the world, the situation of the Russian epidemic is still relatively light. The Far East is sparsely populated, and the epidemic prevention conditions have its own advantages. The local governments have already taken timely and effective prevention and control measures. There have been few confirmed cases in the consular district of our library. As of April 8, there have been 11 cases in the Primorsky Krai, 6 cases in Sakhalin, 2 cases in Kamchatka, and 1 case in Magadan. The overall situation should be controllable.

Second, strictly abide by the home isolation system. Russia has announced that it will extend the home separation period to April 30. All areas of the consular district have entered a state of high alert for epidemic prevention. Please strictly observe home segregation and minimize going out. This is both responsible for yourself and others. Everyone must bear in mind that once a home separation is violated, not only will be fined, but will also be recorded, which may affect residence and work in Russia. Many Chinese businessmen and migrant workers live together and share kitchens and toilets. Please be sure to strengthen personal protection and have a sense of "prevention of neighbors and colleagues."

Third, try to avoid long-distance travel. Long-term use of air-conditioned vehicles such as airplanes, trains, and buses is at great risk of contracting the new coronavirus. Recently, Heilongjiang Province has found 84 confirmed cases of new coronary pneumonia and more than 100 asymptomatic infections among the personnel returning to China via the Pogranici-Suifenhe port. Staying at home is the safest protection, and traveling abroad is the most dangerous behavior. Unless it is absolutely necessary, long-distance travel should be avoided, including plans to return home.

Fourth, make good business arrangements. The places operated by Chinese businessmen, especially the "Chinese market", are mostly in a closed environment with a large number of people. Migrant workers' workplaces are also mostly rudimentary. I hope that everyone should pay attention to the safety of the business site during the epidemic, disinfect it frequently, and maintain sufficient social distance. Personnel operating an enterprise should work remotely as far as possible.

5. Unite to help each other. A major feature of Chinese businessmen and migrant workers in the consular district is that they are not organized and have little contact with each other. During this special period, I particularly call on the vast numbers of Chinese businessmen and workers to strengthen mutual contact and care for each other. We also call on Chinese businessmen and workers to strengthen ties with the consulate general. The consulate general has already published the Chinese citizen registration system of the consular district on the website of the pavilion and the WeChat public account. I hope everyone will actively register.
