“Members of the Human Rights Council urge the Moscow government and authorities of the constituent entities of Russia to cancel paid parking for non-working days caused by the epidemiological situation in connection with coronavirus,” the press release said.

They noted that these days the traffic flow has noticeably decreased and there are free places on the streets in the paid parking zone that could be taken by citizens who are forced to go to work, as well as volunteers and doctors.

“A trip to work in a personal car as the safest way to get around the city becomes impossible due to the need to leave the car for a long time - up to 12 hours,” the HRC noted.

According to the representative of the Council, Kirill Kabanov, doctors often turn to him for free parking.

In mid-March, the first deputy chairman of the State Duma committee on state building and legislation, Vyacheslav Lysakov sent a letter to Moscow Mayor Sergei Sobyanin with a proposal to cancel paid parking in Russian cities for the period of the fight against coronavirus, as well as provide taxi with antiseptics.
