The "Notice" requires all localities to guide relevant cities within the jurisdiction to strengthen port health and quarantine, and strictly implement port body temperature monitoring and medical patrols. Strengthen epidemiological investigations and medical investigations for persons with relevant symptoms, sampling and testing as required, and standardizing laboratory testing.

The "Notice" also requires all regions to strengthen laboratory testing quality control, select testing institutions with strong testing capabilities and high testing levels in their jurisdictions, and focus on laboratory testing of new coronaviruses to ensure that testing is carried out in accordance with relevant regulations and included in the quality control system.

In addition, the "Notice" requires all localities to increase the training of relevant medical personnel, covering all links, and minimizing the factors that cause false negatives. Focus on training for specimen collection and processing to improve specimen quality.

Beijing, Tianjin, Hebei, Shanxi, Inner Mongolia Autonomous Region, Liaoning, Shanghai, Jiangsu, Shandong, Henan, Guangdong, and Shaanxi Provincial Health Commissions:

In order to implement the relevant requirements for the prevention of overseas epidemic input, strengthen the detection of new coronavirus in 12 cities of Beijing, Shanghai, Guangzhou and Tianjin, Shijiazhuang, Taiyuan and other destinations for international passenger flights to Beijing. The relevant requirements are now notified as follows :

1. Fully implement the requirements for the prevention and control of new coronary pneumonia

All localities should guide the relevant cities within the jurisdiction to fully implement the "New Coronavirus Pneumonia Prevention and Control Plan (Sixth Edition)" (National Health Office Disease Control Letter [2020] No. 204) requirements, the travel history of countries or regions that have serious overseas epidemics or Those with a history of residence should strengthen port health quarantine and strictly implement port body temperature monitoring and medical patrols. Strengthen epidemiological investigations and medical investigations for persons with respiratory symptoms such as fever, dry cough, or gastrointestinal symptoms such as diarrhea, and take samples for testing as required. Disease control institutions and medical institutions at all levels should strictly follow the requirements of the "Laboratory Testing Technology Guide for New Coronavirus Pneumonia" (Guohuiban CDC [2020] No. 156) to standardize laboratory testing.

2. Strengthen laboratory testing quality control

All localities should guide the health administrative departments of the relevant cities to select disease control institutions and medical institutions (including medical testing laboratories) with strong detection capabilities and high detection levels in their jurisdictions to focus on laboratory testing of new coronaviruses. The testing laboratory shall use the testing reagents and sampling swabs approved by the drug regulatory department. The CDC laboratory shall have the corresponding conditions for PCR testing. Medical institution laboratories conducting PCR testing should pass technical audits as required and register with the provincial health and administrative department for the record. Disease control agencies and medical institutions laboratories conducting new coronavirus testing should be included in the quality control system to carry out laboratory indoor quality control and inter-room quality assessment work, and meet the laboratory biological safety requirements. Medical testing laboratories conducting new coronavirus related testing should meet the requirements of "Basic Standards for Medical Testing Laboratories (Trial)" and "Management Standards for Medical Testing Laboratories (Trial)" to ensure that biosafety and genetic resource management comply with relevant regulations.

3. Strengthen the training of relevant medical personnel

All localities should instruct relevant cities to strengthen the training of medical personnel implementing new coronavirus testing, covering the collection and processing of specimens, specimen storage, specimen transportation, laboratory testing, etc., to minimize the factors that produce false negatives. Focusing on the collection and processing of specimens, we will increase the training of personnel, so that samplers can collect all kinds of specimens, especially upper respiratory tract specimens such as nasopharyngeal swabs, to improve the quality of specimens.
