The ministry reminded that, by decree of Moscow Mayor Sergei Sobyanin, visiting the parks, including the Patriarch's Ponds, is prohibited until May 1.

Nevertheless, while patrolling the park area on the Patriarch's Ponds on April 4, police officers noticed a man who had been with a dog there for a long time on the territory of the park.

“Police officers repeatedly warned him of a violation of the rules of the isolation regime. He did not respond to comments and began to argue with the patrolmen, ”the press release said.

For failure to comply with police requirements, the man was detained and taken to the Khamovniki police department.

The dog was subsequently taken by the wife of the detainee.

“For several hours, the man refused to give his details to the police,” the ministry said.

An administrative protocol has been drawn up regarding the detainee disobeying the lawful order of a police officer.

Earlier, the Moscow government announced its readiness, if necessary, to launch a smart system for monitoring compliance with the home self-isolation regime.

On April 2, Sobyanin signed a law introducing administrative responsibility for non-compliance with the requirements of the high-availability regime in the capital, in particular self-isolation. Violators face a fine of 4 thousand rubles, while re-ignoring the instructions - 5 thousand rubles.

As explained in the Moscow City Hall, fines will be fined primarily by irresponsible residents who gather in large groups, ignoring measures to prevent the spread of coronavirus infection.
