This is reported by RIA Novosti with reference to the president’s order.

The order states that the Cabinet with the participation of interested organizations, as well as representatives of the scientific and technological business community, should develop a set of measures for "testing and phased commissioning of highly automated vehicles on the public roads without the presence of a test engineer in the cabin."

Also, the Cabinet will have to provide for the pilot commercial operation of such funds in certain regions of Russia.

In August 2019, Dmitry Polishchuk, the head of Yandex unmanned vehicles, suggested that fully unmanned vehicles could appear on Moscow roads in four to seven years.

According to him, in some cities with a simpler traffic situation, such cars may appear even earlier.
