“If people will not gather in large groups, they will observe the regime of self-isolation and go out only in urgent cases, then at present I do not see the prerequisites for getting a fine,” he told RIA Novosti.

Bulay noted that "there is a Code of Administrative Offenses and there is a Decree where fines are clearly prescribed."

"At the moment, this will apply to groups of people who do not comply with quarantine measures, gather in large groups and do not listen to the warnings of the city authorities, and, on the whole, unconsciously approach the issue of health - both of their own and all those around him," he specified.

Earlier, Moscow Mayor Sergei Sobyanin approved fines for violating the regime of self-isolation.

For example, for violation by citizens of high alert, a fine of up to 4 thousand rubles is provided.

The corresponding law was adopted by deputies of the Moscow City Duma on April 1.
