Starting April 1, monthly payments will be made in the amount of 5 thousand rubles for children under three years of age to families who are entitled to maternity capital. The measure will be valid for three months.

“66 billion rubles for these purposes were included in the budget for the current year,” said Finance Minister Anton Siluanov at a meeting on economic issues.

In addition, up to December 31, 2020, the minimum amount of temporary disability benefit increases. It will be equal to the amount not lower than the minimum wage.

The state will support entrepreneurs. Starting April 1, small and medium-sized businesses will receive a six-month tax deferral. This will apply to all taxes except VAT. The preferential rate for this type of enterprise is also set for insurance premiums from employee income, the amount of these contributions will be reduced from 30% to 15%. Micro-enterprises will also receive a deferral of payment of insurance premiums for six months.

Appropriate measures were taken as part of the instructions of the President of Russia Vladimir Putin in connection with the threat of the spread of coronavirus.

Social pensions

Starting April 1, social pensions will be indexed. Payments will increase by 6.1%.

“Pensions for state pensions, including social pensions, have been indexed by 6.1% since April 1, in accordance with the increase in the living wage of a pensioner for 2019,” the Russian Pension Fund said.

Indexation will affect about 3.8 million people and will cost 21.7 billion rubles. The increase in payments awaits, among others, participants in the Great Patriotic War who suffered as a result of technological disasters, people who were awarded the badge “Resident of the besieged Leningrad”, military personnel who underwent military service on conscription, and their families and so on.

Recall that old-age citizens receive a social pension who do not have a proven work record or who do not have enough to receive a retirement pension. In addition, this state payment is assigned to people with disabilities and children who have lost their breadwinner.

In April, a one-time payment will also be made to disabled people and veterans of the Great Patriotic War, former prisoners of concentration camps, as well as widows and widowers of military personnel on the occasion of the 75th anniversary of the Victory. Earlier, the Pension Fund of Russia also announced a decision to finance early payment of pensions and benefits for April. All payments will be made until April 8th.

The Bank of Russia, in the context of the spread of coronavirus, lowers premiums on risk factors for mortgages issued since April 1, 2020.

The maximum allowance for the “credit / pledge” ratio of 80-85% will be 80 percentage points, and for the “credit / pledge” ratio of 85-90% - 100 percentage points.

Quick payment system

From April 1, the Central Bank cancels the commission for banks on transfers made using the quick payment system (SBP) between individuals. The measure will be valid until the end of June 2022.

It is noted that banks retain the right to introduce their commission on these services for direct customers. But the Bank of Russia will monitor the level of commission that some banks can set for the use of SBP. If this amount is overstated and limits the possibility of unhindered transfers for citizens, the Bank of Russia may establish an upper limit for such commissions.

Convenient services

From April 15, a simplified procedure for registering the capital will begin to operate. Now all the information for its execution will come to the FIU automatically. Parents of newborns do not need to apply separately for a certificate.

The tax service also becomes more convenient for users. Starting in April, inspectors will notify debtors via SMS or email. The notification will contain information on the amount of debt, fine or interest.

In addition, the Federal Tax Service (FTS) previously reported that data on debt and how to pay it off as soon as possible will be available at special offices that will be located at airports, railway stations and shopping centers.

From April 1, disputes in the field of compulsory insurance against industrial accidents and occupational diseases can be resolved before the court.

If a citizen decides to challenge the decision to pay insurance, then before going to court, it will be necessary to file a complaint directly with the management of the insurance company. Such a complaint about disagreement with the decision will have to be considered by the insurer within 10 working days. At the same time, the insurance company reserves the right to request the necessary information from the competent authorities and organizations.

Changes in insurance are also awaiting motorists. Starting April 1, 2020, as part of the OSAGO system reform, an automatic recalculation of the bonus malus coefficient (MSC) will take place. The indicator will change in accordance with the amount of insurance compensation for the previous year.
