This proposal is aimed at supporting both the employees themselves and business, according to KTR.

“The point is that wages should not be paid to such employees at the expense of entrepreneurs, but at the expense of the Social Insurance Fund, just like sick leave,” explained the head of the association, Boris Kravchenko, to RT.

The document notes that it will be difficult for employers to pay for forced vacations in excess of one week. “Further application of this method will inevitably lead to the ruin of enterprises and to mass layoffs,” it says.

Another initiative of the trade unions is aimed at reducing the risks of mass layoffs. They propose that a small business whose work is terminated due to quarantine and other restrictive epidemiological measures be completely exempted from taxes.

In addition, KTR, uniting more than 2 million people, calls for the protection of the rights of workers working without an employment contract. At the time of quarantine, they are offered to provide one of three support options. Either it can be unemployment benefits at the minimum wage level, or basic basic income, or providing the necessary set of food products while exempting utility bills.
