Russian Prime Minister Mikhail Mishustin spoke out in favor of expanding further restrictive measures to combat COVID-19 in all regions of Russia. The head of the Cabinet mentioned the recent orders of the authorities of Moscow and Moscow Region to restrict the movement of citizens.

“In the current situation, this will help protect yourself and your loved ones. I ask the leaders of the constituent entities of the Russian Federation to pay attention to the experience of their colleagues and to work out the possibility of introducing such measures in their regions, ”the prime minister said during a meeting with deputy prime ministers.

He noted that restrictions in Moscow and the Moscow region were discussed with the government. At the same time, Mishustin recalled that a non-working week began in Russia, which was introduced in accordance with a presidential decree.

“We are doing everything so that people can comfortably spend it at home, in self-isolation mode, and those who lack responsibility do not have the opportunity to spread this dangerous virus and infect others with it. Now our main task is to work ahead of schedule, to minimize the spread of the virus, ”the prime minister emphasized.

Over the last day in Russia, 302 new cases of infection were recorded. To date, the country has identified 1836 cases of the disease in 71 regions.

Among the new cases, 212 people were found most of all in Moscow. The operational headquarters notes that among the new cases of 102 people aged 18 to 40 years, 58 people - from 40 to 65 years old and 35 people over 65 years old. In addition, coronavirus was found in 17 children.

Another 15 infected were found in the Komi Republic, eight - in St. Petersburg, seven - in the suburbs. In the remaining regions, five or less cases were detected.

However, it is noted that the diagnoses of COVID-19 were first made in the Vladimir and Vologda regions, Mari El, Kalmykia and Altai Territory.

According to the Ministry of Health, 32 patients with COVID-19 are in serious condition in Russia. This was stated by head of the department Mikhail Murashko.

Increased quarantine punishment

The Russian government approved amendments to tighten liability for quarantine violations.

“The liability for violation of quarantine measures is being tightened. The government approved the relevant amendments to the Code of Administrative Offenses of the Russian Federation, ”said Russian Prime Minister Mikhail Mishustin during an operational meeting with deputy prime ministers.

Earlier it was reported that fines for violation of the quarantine in the draft amendments to the Code of Administrative Offenses begin at 15 thousand rubles. So, as RIA Novosti writes, if the actions of an individual during quarantine pose a danger to others, 15-40 thousand rubles can be exacted from him. For legal entities for a similar violation, a fine of 50-150 thousand rubles is provided.

In the event of the death of a person infected from the offender, the penalty will amount to 150-300 thousand rubles for individuals and 300-500 thousand rubles for officials. The maximum fine is provided for legal entities - up to 1 million rubles.

Quarantine control

In turn, an administrative punishment awaits a resident of the city of Gubkinsky on the Yamal who has returned from a foreign trip for walking a dog in violation of the isolation regime.

“A man who is in self-isolation mode walked his dog in the early morning hours. This is a violation. Police officers drafted administrative material, it will be submitted to the court for consideration, ”said Vitaliy Koshara, chief sanitary officer of the city.

Support for affected industries

At the meeting, the prime minister also discussed economic issues. Mishustin paid attention to supporting the industries that were most affected by the spread of COVID-19.

The head of the cabinet also announced their list during a meeting with vice prime ministers, noting that the government will provide priority support to the most affected sectors within the framework of the anti-crisis plan and through measures to support small and medium-sized businesses.

“We will help the transport sector - this is auto and air transportation, airport activities. In particular, an order was signed to allocate 1.5 billion rubles from the reserve fund to compensate for the costs of air carriers that transport people from countries where the situation with the spread of coronavirus infection develops according to an unfavorable scenario, ”the prime minister said.

According to him, support measures are also being prepared for organizations working in the field of culture, leisure, entertainment, physical education and sports, for companies in the field of tourism and hotel business, as well as for catering and domestic services companies.

“We will expand the access of businesses to preferential loans, provide interest-free loans to entrepreneurs, and, first of all, to pay wages to employees. They should start getting such loans, as we agreed, already this week ... In addition, we have already offered small and medium-sized businesses such steps as a six-month tax deferral, other than VAT. For micro-enterprises, the payment of insurance premiums was postponed. They deferred payments when renting state property. We introduce a moratorium on fines and bankruptcy procedures, ”he said.

Recall that currently in the world recorded more than 720 thousand cases of infection with COVID-19, which is almost 60 thousand more than yesterday's indicators. More than 33 thousand people died from the consequences of the disease.
