The Brazilian government states that the restrictions on entry do not apply to Brazilian citizens, foreigners who have obtained permanent residence in Brazil, foreign professionals working in international organizations, foreign workers recognized by the Brazilian government, foreign spouses of Brazilian citizens, children, Parents or guardians (or holders of a national immigration registration card RNM, specially authorized for entry by the Brazilian government for public interest purposes), cargo transport personnel, foreigners specifically authorized to enter by the Brazilian government for public interest, do not leave the international transit In the case of international transit passengers who are allowed to enter the destination country in the region and do technical stops in Brazil without the need for passengers to disembark.

The Brazilian government stated that those who violated the relevant restrictions on entry would bear civil, administrative or criminal liability and would be immediately deported or repatriated.
