The adviser, Dr. Hamad Saif Al Shamsi, the state’s attorney general, issued decision No. 38 of 2020 regarding the application of the updated regulations for controlling administrative violations and penalties issued by Cabinet Resolution No. 17 of 2020 to limit the spread of the Corona virus.

The decision included a table of / 15 / violations, including imposing a fine of one thousand dirhams on the violation of not wearing medical masks in closed places for chronic disease owners and people who suffer from symptoms of colds and flu without others, and not taking into account the distance between people.

The first article of the decision stipulated the collection of the following fines set for each of the violations mentioned below: - A fine of 50 thousand dirhams for violating the compulsory hospitalization decision to subject the injured in the event of their direct refusal or follow-up to the treatment prescribed to them despite notifying them of the necessity of that, and specialists may use the public authority to implement this decision .

- A fine of 50 thousand dirhams for non-compliance with the quarantine instructions in the facility for the field of quarantine, which are specified by the competent authorities, and to re-examine according to the health procedures or refrain from them, and to not adhere to the instructions of the quarantine according to the Home Quarantine Manual and re-examination according to the health procedures or refrain from implementing them.

- A fine of 5,000 dirhams for the person in charge of managing the company or establishment for violating the failure to take sterilization procedures for public and private transportation (fare).

A fine of one thousand dirhams to review or visit health facilities in cases other than those prescribed by the Ministry of Health and Community Protection or in other than necessary cases.

- A fine of 5,000 dirhams for violating the refusal to conduct a medical examination upon request from the competent authorities.

- A fine of 3 thousand dirhams for violating exit from permanent or temporary residence at the times of the ban announced by the competent authorities, except for cases of exit for reasons of necessity to purchase food and medicinal needs or exit to health emergencies, and the categories of vital sectors for which a decision to exempt from the ban is issued.

- A fine of 50 thousand dirhams for the person responsible for the establishment and administrative closure, and 500 dirhams for the visitor in violation of the non-compliance with the closure of an educational institution or a house from cinemas, sports, amusement parks, commercial centers, open markets, parks, parks, cafes, shopping centers, restaurants or the like, or reception Wishing to any of them in violation of the instructions, and not to abide by the measures for opening public parks, beaches, sports training centers, public massages and hotel pools without performing the procedures decided by the competent authorities, and not to abide by stopping all tourist cruises temporarily.

- A fine of 10 thousand dirhams for those who invited and organized, and 5 thousand dirhams for everyone who participated in relation to violating the prohibition or restriction of gatherings or meetings, or the holding of private and public celebrations, gathering or being present in public places, private farms or singles.

- A fine of two thousand dirhams for violating the measures issued by the Ministry of Health and Community Protection towards those coming to the state from endemic countries with any of the communicable diseases.

- A fine of 3 thousand dirhams for violating refraining from taking appropriate health measures regarding the regulation of markets, roads and other public places that are exempt from temporary closure, and refraining from the implementation of an order to remove any temporary building or damage to luggage or clothes or other things that are persistent or contaminated by any pathogen without the possibility of disinfection The methods used.

- A fine of 10,000 dirhams for violating the failure to take precautionary measures for the crew of the shelter ships from the ship’s captain or shipping agent, as the case may be.

- A fine of two thousand dirhams for violating leaving the house without necessity or necessity, or for reasons other than work or for the purchase of basic needs.

- A fine of 3 thousand dirhams for violating the provisions of the executive regulations of the Law for Communicable Diseases Control regarding the burial or transfer of the body of any deceased person with a communicable disease.

- A fine of one thousand dirhams for the driver of the vehicle if the number of passengers allowed in one vehicle exceeds more than three people.

- A fine of one thousand dirhams for violating the non-wearing of medical masks in closed places for people with chronic diseases and people suffering from symptoms of colds and flu, and not taking into consideration the distance between people.

The decision stipulates that the violation shall be doubled, and the violator shall be referred to the Emergency Prosecution, Crises and Disasters upon the commission of the violation for the third time, provided that the violator is charged with any expenses or costs for handling the damages resulting from the violation.

The decision was assigned to the Prosecution Office for Emergencies, Crises and Disasters, to implement the provisions of the aforementioned Cabinet Resolution, and to investigate and dispose of all crimes arising from the application of the provisions of Federal Law No. / 14 / of 2014 in the matter of combating communicable diseases and its executive regulations.

The decision authorized the head and members of the Emergency, Crisis and Disaster Prosecution to impose administrative fines on the violations mentioned in the table shown in Article / 1 / of this decision, if presented to them, and to consider grievances from the administrative penalties stipulated in Article / 5 / of the Cabinet Resolution referred to.

According to the decision, the Ministry of Interior and the general leadership of the police in the state, and the competent judicial seizure officers in the relevant federal and local government agencies, each according to its competence, will write a report of the violation in the event of refusal to respond to the warning and direction including the data of the violator, the type of violation, the type of administrative penalty imposed, the date and time of the violation and attaching any documents A function of it.

The decision stipulated that the Ministry of the Interior and the general leadership of the police in the state, each within its scope of competence, collect the value of fines from violators and coordinate with the relevant government agencies and seek the assistance of them if the violator refuses to pay the value of the fine.

This decision shall enter into force on March 26, 2020 and notify whoever is required to implement it.
