According to Wang Shengwan, director of the Water Resources Engineering Construction Department, the resumption and production of major water conservancy projects is progressing smoothly. 101 projects under construction have resumed 101, accounting for 92% of the total number of projects. Wang Shengwan revealed that engineering resumption has also taken place in these extremely cold regions in the northeast and northwest. From the current 92% point of view, the rate of resumption of work is much higher than in previous years. In particular, 101 jobs have been resumed so far, which should be ahead of the original goal of achieving more than 100 jobs before the end of March.
From the perspective of the resumption of work, nearly 100,000 people have been employed, accounting for about 82% of the normal number. Among them, 33 projects including the Diversion of the Yangtze River and the Huai River, the Central Yunnan Diversion, the allocation of water resources in the Pearl River Delta, and the Guangxi Datengxia Water Conservancy Hub have basically reached normal construction levels. Other water conservancy projects are also actively promoted. While resuming production and re-production of major projects, it is also doing a good job of rebuilding and rebuilding production of newly built small and medium-sized reservoirs, removing dangers and strengthening reservoirs, and rehabilitating small and medium-sized rivers. Until now, the rebuilding rate of newly constructed small and medium-sized reservoirs has exceeded 90%, the rate of reinstatement of reservoirs for reinforcement and danger removal reached over 80%, and the rate of reinstatement for small and medium river rehabilitation projects also reached 70% -80%. At present, there is no epidemic situation in resumption projects, and the situation of resumption production is stable.
In addition, Shi Chunxian, director of the Department of Planning and Planning of the Ministry of Water Resources, revealed that 172 major water conservancy projects identified by the state have now started 142, and the scale of construction is over 1 trillion.
Shi Chunxian said that in addition to the role of infrastructure protection for major projects, from an economic perspective, it also has two advantages. First, major water conservancy projects have the characteristics of wide coverage, large investment absorption, long industry chain, and many job creation opportunities, and can play a good role in driving investment. Secondly, major water conservancy projects generally have a good planning foundation, and most of them have been proven for many years. They have the conditions to speed up construction and will not cause overcapacity problems after completion.
In response to this situation, the Ministry of Water Resources has planned a number of important projects in advance and relatively good working conditions in the early stage. Now it is initially considered that there are more than one hundred in the past three years and dozens of them this year. The scale will also exceed one trillion. The preliminary work of these projects has a good foundation, local enthusiasm is high, and there are no major environmental constraints. As long as conditions are met, construction can start soon.
Regarding the role of driving the economy, Shi Chunxian introduced that the relevant unit of the China Macroeconomic Research Institute proposed a research result. Each investment of 100 billion yuan in major water conservancy projects can drive GDP to increase by 0.15 percentage points and create 490,000 new jobs. The effect is still very good. In the next step, the Ministry of Water Resources will continue to adopt layered responsibility, strengthen supervision and inspection, and solidly advance the preliminary work to provide good conditions for the smooth start of the project.
