The Council of Ministers, headed by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister and Ruler of Dubai, has adopted a package of decisions to support subscribers of the Federal Electricity and Water Authority from the retail, hotel and factory sectors, and through a set of facilities that will be provided to these sectors through Within the framework of the proposed measures to support the national economy in its various sectors in light of the spread of the Corona virus emerging (Covid 19), and within government measures to prevent any negative repercussions of the virus on various sectors, especially the economy sector.

The Council adopted a decision to reduce electricity and water consumption bills by 20% for shopping malls, commercial stores, hotels, hotel apartments and factories registered with the Federal Electricity and Water Authority for a period of three months, starting from the April 2020 bill, at a total estimated cost of 86 million dirhams.

The Council also approved a decision to postpone the collection of delivery fee installments for shopping centers, malls, hotels, hotel apartments and factories for a period of six months starting from the April premium, and to freeze fines for re-service that ranged between 3000 and 5,000 dirhams for a period of three months beginning in April 2020, in addition to canceling the administrative fees of 20 % Of electricity and water delivery requests for a period of three months, starting in April 2020.

It is worth noting that the Council of Ministers adopted a package of initiatives in the federal government to support business continuity and provide additional stimulus to the national economy of 16 billion dirhams, to complement the recently announced economic packages from the Emirate of Abu Dhabi, Dubai and the central bank, and the total amounts to 126.5 billion dirhams in the country.

To that, the Council of Ministers directed the Ministry of Justice and the Supreme Council of the Judiciary to activate temporary controls to regulate the work in the courts and consider the sessions and executive cases for a period of one month, which can be extended, to meet the emergency conditions, in the framework of preventive measures to preserve the health of the community and the safety of its members in the face of the emerging Corona virus (Kovid 19), to facilitate the citizens and residents in order to complete their judicial transactions in light of the current conditions.

The Council of Ministers directive comes within the framework of preserving the health and safety of auditors for the judicial authorities, and by postponing the cases and appeals circulating before the judiciary, which are unfit for adjudication for a month, and resolving all cases, appeals and enforcement problems reserved for the ruling and depositing judgments in them according to the established legal procedures, in addition to continuing Examine the issues of expenses, temporary and urgent matters, smart requests, criminal lawsuits and appeals that include detainees and detainees, by observing the mechanisms of litigation techniques and working remotely.

The cases in which the parties do not require the presence of the law before the Federal Supreme Court will be excluded, cases of expenses, temporary and urgent matters, smart requests, criminal cases and appeals that include the detainees and detainees, and implementation issues related to expenses and labor cases.

The Council directed the registration of lawsuits, appeals, grievances, and orders against petitions and all other grievances that the missed registration deadlines result in their non-acceptance or the loss of their rights.

The guidance includes execution judges when considering applications, taking a set of measures, such as postponing issuance of decisions to seize and bring in debtors, stopping procedures for executive seizure of movables, real estate, bank accounts, cars, stocks, bonds and commercial licenses, postponing implementation and eviction in rental cases, and taking action to prevent the debtor from traveling Instead of incarcerating him, releasing prisoners held in custody of civil debts, and replacing him with a travel ban, and other precautionary measures stipulated by law, in implementation cases that do not exceed one million dirhams in value, while giving the debtor a period of no Less than three months for repayment or settlement, and if the claim exceeds the value of the operational issue of AED million, and spent the debtor jailed for six months, release him, and replaces the decision of the travel ban and other precautionary measures.
