According to the official resume, Li Zhongsheng was born in July 1956, graduated from Anhui University in 1982, and has been working in Huainan since then. He has successively held positions as head of Panji District, deputy director of Huainan Science and Technology Commission, and head of Bagongshan District. 1996 He served as Deputy Secretary-General and Director of the General Office of Huainan City Government. In 1998, Li Zhong was promoted to Deputy Mayor of Huainan City for 10 years.
In July 2007, Yang Zhenchao, then the director of the Anhui Provincial Economic Commission, was reassigned as the secretary of the Huainan Municipal Committee. In January 2008, Li Zhong was appointed Secretary-General of the Huainan Municipal Committee, and in the same year became a member of the Huainan Municipal Committee. During the 6 years that Yang Zhenchao has governed Huainan, Li Zhong has been the secretary general of the Huainan Municipal Party Committee.
In 2013, Yang Zhen left Huainan in overshoot and became Deputy Governor of Anhui Province. Li Zhong also retired from the Standing Committee of Huainan Municipal Committee and Secretary-General of the Municipal Party Committee, and served as Chairman of the Huainan CPPCC for 5 years.
