From one day to another, Umeå girl Lina Deijer, who has Down syndrome and much need for help, lost the right to personal assistance, she has had for the past 16 years due to her complicated illness picture, which SVT News Västerbotten told about.

First came the rejection from the Social Insurance Office. Then Umeå Municipality came to the same conclusion - despite having given the aid a few months earlier - that she no longer meets the basic requirements for personal assistance. Both refer to laws and practices.

- A person may have very great need for supervision, but still not have the right to personal assistance, says Cecilia Staflund, Head of Unit Umeå Municipality.

Refers to other support

The municipality believes that there is other support to apply for, for example, there are vacant places on LSS accommodation. According to Linas Deijer's mother Anna, this does not work for her daughter.

- It is clear that you have to see what opportunities are available, but we have looked at the alternatives to personal assistance and they do not meet the needs, she says.

The reason is that Lina, in addition to her severe developmental disabilities and her medical needs, cannot handle too many social contacts.

- By offering LSS accommodation, you have made it easy for yourself in the municipality. They have failed to see what needs Lina actually has, says Anna Deijer.
