All 85 regions of Russia supported the law on the amendment of the Constitution. This was stated by the head of the committee of the Federation Council on Constitutional Legislation and State Building, as well as the co-chair of the working group on the preparation of amendments to the fundamental law, Andrei Klishas.

“The Federation Council received the results of the vote in all 85 regional parliaments. They are all positive. The Federation Council will consider this issue at a plenary meeting tomorrow, "- quotes the senator of RIA Novosti.

Adygea became the last voted region. 45 regional deputies supported the law, two abstained.

If on March 14 the upper house of the Russian parliament approves the decision of the regions on amendments, the bill will be sent to the signature of Russian President Vladimir Putin.

According to the text of the bill, after the signature of the president, he will go to the Constitutional Court. Within one week, he will have to consider amendments for compliance with the first, second and ninth chapters of the Constitution (it is forbidden to amend them, only within the framework of the new fundamental law).

After that, the question of amending the Constitution will be put to a nationwide vote. It is expected that it will be held on April 22. This is Wednesday, however, the authorities will make this day a day off - this is provided for by the bill.

It will take place immediately on all amendments, in one package. Among them is the norm that allows the incumbent president to once again run for president. This was recalled by the presidential press secretary Dmitry Peskov.

“I would like to remind you that the amendment on Putin’s possibility of being elected president and running for president in 2024 will not vote (separately. - RT). Separate amendments are not voted. A package of amendments to the Constitution is being voted, ”he said.

According to VTsIOM, 87% of Russians are aware of the upcoming vote and this figure continues to grow. A little less than half, 49%, know about the date of April 22. 69% of respondents intend to come to a plebiscite. Most also support the changes - 64% of respondents intend to vote for the amendments.

The Kremlin also intends to analyze information on coronavirus in the light of the upcoming vote, Peskov noted.

“Until April 22, there is still a lot of time - the first. Secondly, you know that all preventive regimes, for example, in Moscow and so on, in the Moscow region from today, in St. Petersburg, are until April 1, until the end of the month. Then you have to carefully weigh the situation, depending on how it develops, decide on all other measures, regimes, precautions, or vice versa. The situation is mobile, ”he told reporters.

"The situation in the world is very troubled"

Amendments to the Constitution, in particular, will redistribute some powers between the Russian authorities, in connection with which the role of the parliament will increase, social guarantees will be introduced into the main law, and the Constitution will be prioritized over international treaties.

In addition, the wording “in a row” is removed from the Constitution regarding restrictions on the maximum possible two presidential terms for one person. The deputy of "United Russia" Valentina Tereshkova proposed not to take into account the presidential terms of the current head of state. The State Duma supported this initiative. Vladimir Putin noted that the Constitutional Court should give an assessment of this amendment.

The Kremlin supported this norm. Peskov explained that it is due to the turbulent situation in the world.

“The situation in the world is well known, it is very, very turbulent, if very, very turbulent, if not extremely turbulent. In such difficult years, some countries made a decision about the possibility for the incumbent president to continue on his way, ”he emphasized.

At the same time, the presidential spokesman pointed out the fact that the restrictions on the two terms will continue to apply, and for Putin this exception will be one-off.

"The norm on limiting the number of terms remains in the Constitution, it does not disappear, and this is an exception for the incumbent president - it is one-time," Peskov added.
