Several parliamentarians in the running, a social movement or a referendum in the background, an ex-minister in the ranks, here are the main points to watch for this Sunday in the first round of municipal elections in Overseas.

Guadeloupe: Three out of four deputies are candidates

MP Hélène Vainqueur Christophe (PS) comes to Trois-Rivières, MP Olivier Serva (LREM) at Abymes, facing three candidates, including former MP and current mayor Eric Jalton (DVG), and MP Justine Bénin ( MoDem), at Le Moule, facing the outgoing mayor, Gabrielle Louis-Carabin (DVG), who is seeking a sixth term.

At Pointe-à-Pitre, Jacques Bangou (DVG), resigning mayor after having been the subject of a dismissal procedure by the prefect, following a deficit of 78 million in his commune, is representing himself.

In Basse-Terre, the current mayor and ex-minister Marie-Luce Penchard (SE), daughter of Lucette Michaux-Chevry, presents herself for the first time. She was elected during her term in 2014 by city councilors when her mother left her seat.

Martinique: Fierce battle at Fort-de-France

The battle will be fierce in Fort-de-France, owned since 1945 by the Martinique Progressist Party of Aimé Césaire (autonomist). Didier Laguerre, the outgoing PPM mayor, is opposite Miguel Laventure (right) and Francis Carole (separatist), two members of the CTM executive council. "Fort-de-France must fall," repeats Alfred Marie-Jeanne, independentist president of the Collectivity.

Only one MP, Manuella Kéclard-Mondésir (PCF), is a candidate in Saint-Joseph. The municipalities of Ajoupa-Bouillon and Le Prêcheur present only one list, that of outgoing mayors.

Guyana: The social movement of 2017 in the background

In Cayenne, two lists are in the running: Marie-Laure Phiner Horth (DVG), outgoing mayor, indicted for concealment of embezzlement of public funds, will face Mikaël Mancée (SE), figure of the social movement of March / April 2017, object of a complaint for "violence".

In Kourou, six candidates clash, including the outgoing mayor François Ringuet (supported by LREM and Rodolphe Alexandre, president of the community). Facing him in particular, the former mayor and ex-senator Jean-Etienne Antoinette, and Davy Rimane (DVG), another figure in the social movement of 2017.

In Saint-Laurent du Maroni, seven candidates are in the running, including the deputy LREM Lénaïck Adam. In front of him, the outgoing mayor Sophie Charles (SE), who succeeded Léon Bertrand, the former Minister for Tourism of Jacques Chirac, condemned for favoritism and corruption.

La Réunion: Several parliamentarians in the running

In Saint-Denis, the former minister and deputy PS Ericka Bareigts leads a list of Union from the left. She will have in front of her the senator UDI Nassimah Dindar, and the region president Didier Robert (DVD) which counts the deputy Nadia Ramassamy (DVD) on her list.

In St-Paul, where 16 lists are in competition, MP Huguette Bello (DVG) wants to reclaim her mayor's chair lost in 2014 in front of Joseph Sinimalé (SE), who is standing for re-election. Member of Parliament Nathalie Bassire (DVD) tops the list in Tampon, and Member of Parliament Jean-Hugues Ratenon (LFI) in Bras-Panon.

LREM supported only three candidates: Nassimah Dindar, Joseph Sinimalé, and Stéphane Randrianavelo at La Possession.

Mayotte: A majority of unlabeled lists

Of the 87 candidate lists in the 17 municipalities, a majority are unlabeled.

The LREM party supports five lists, including that of Mohamed Majani, outgoing mayor of Mamoudzou. The Republicans will find it difficult to keep their six communes, where dissenting lists have been presented. The MDM (Movement for the Development of Mayotte) is also divided.

If the RN finished at the head of the European elections in 2019, its local grip is nonexistent. Party members are present on some union lists, like Onzaïrou Mistoihi, head of the list in Mtsamboro.

New Caledonia: The referendum in the crosshairs

In Noumea, the mayor Sonia Lagarde (SE) is given the favorite. The councilor is supported by the Avenir en Confiance platform, which brings together several trends from the non-independence right wing.

Also in Noumea, a unitary list of separatists intends to regain seats in the municipal council, where they have not been represented for two terms.

Palika and UNI, the two heavyweights of FLNKS, are playing unity in several municipalities, such as in Païta, a loyalist stronghold, in preparation for the second self-determination referendum on September 6. In the Loyalist family, also split into several currents, lists of agreements have also emerged.

Polynesia: No candidate for Flosse

The former president of French Polynesia, Gaston Flosse, 88, failed to run for office in Papeete, where justice has refused to recognize his domicile. He therefore cannot face Michel Buillard, mayor of Papeete for 25 years.

His historical rival, the independentist Oscar Temaru, is a candidate for his own succession to Faa'a. At 75, he remains a favorite despite sometimes surprising communication. He declared that the therapeutic fast made it possible to avoid being contaminated by the coronavirus.

These municipal elections in the 48 Polynesian municipalities are a test for the majority of the autonomist president Edouard Fritch, himself an arch-favorite candidate for his own succession in Pirae.

Saint Pierre and Miquelon: Minimum elections

In Saint-Pierre, as in 2014, Karine Claireaux (DVG), the outgoing mayor who is seeking a fourth term, faces Yannick Cambray, leader of the municipal opposition and close to the Minister for Overseas Annick Girardin.

In Miquelon, the outgoing mayor Danièle Gaspard does not stand for re-election, and no other candidacy has been submitted for the first round.
