The new EBO regulation came into force at the turn of the year. 32 municipalities in the country, six in Skåne, may point out particularly vulnerable areas where asylum seekers cannot live if they want state and municipal compensation.

The large Scanian cities have all decided to designate the entire municipality as vulnerable areas - Malmö, Landskrona, Helsingborg and Kristianstad.

Does not share the assessment

The county administrative board in Skåne has now examined the decisions of the four municipalities. The authority cannot influence the decisions of the municipalities but is only advisory on this issue.

Despite this, they are now turning their thumbs down for their actions. In its opinion on the decision in Helsingborg, the county administrative board writes that they do not share the assessment that the entire city is an exposed area.

Similar letters have been sent to the other three major municipalities.

Not crowdedness everywhere

- The idea with the new law is to delineate some areas but not entire municipalities. It must be municipal parts that are characterized by congestion and socio-economic factors and this does not apply to the whole of Helsingborg, says Peter Cavala, department head of the county administrative board.

It is now up to the politicians in each municipality to decide how they should relate to the County Administrative Board's comment.

- We will need to analyze the opinion of the committee, but I myself see no reason to let this affect our original decision. The reasons why we want to exclude the entire municipality have not changed, says Richard Lundberg (M), chairman of the labor market committee in Helsingborg.

Okay in small municipalities

On the other hand, the county administrative board thinks that it is okay for the small municipalities of Åstorp and Perstorp to apply the new ebo regulations to the entire municipality.

- It is not possible to distinguish certain areas with special problems. In that case, you have to go down at the property level, says Peter Cavala.
