The evaluation index system for the construction of Beautiful China includes five categories of indicators: fresh air, clean water, soil safety, good ecology, and clean living. In accordance with the principles of highlighting priorities, concerns of the masses, and availability of data, focusing on the result evaluation of the construction process of beautiful China, 22 specific indicators were categorized and refined.

Air freshness includes three indicators: the concentration of fine particulate matter (PM2.5) in prefecture-level cities and above, the respirable particulate matter (PM10) concentration in prefecture-level cities and above, and the proportion of days with excellent air quality in prefecture-level cities and above.

Water cleanliness includes three indicators: the ratio of surface water quality is good (at or better than Class III), the ratio of surface water is worse than that of Class V water, and the water quality compliance rate of urban centralized drinking water sources at the prefecture level or above is three indicators.

Soil safety includes five indicators: the safe utilization rate of contaminated arable land, the safe utilization rate of contaminated land, the recovery rate of agricultural membranes, the utilization rate of fertilizers, and the utilization rate of pesticides.

Good ecology includes five indicators: forest coverage rate, wetland protection rate, water and soil conservation rate, proportion of natural protected area to land area, and the number of key biological species.

The cleanliness of human settlements includes the centralized collection rate of urban domestic sewage, the decontamination treatment rate of urban domestic waste, the rural sewage treatment and comprehensive utilization rate, the decontamination treatment rate of rural domestic waste, the coverage radius of 500 meters in urban parks, and rural sanitation. 6 indicators of toilet penetration rate.

The "Implementation Plan" states that a third-party institution (Chinese Academy of Sciences) will evaluate the development of beautiful China throughout the country and 31 provinces, autonomous regions and municipalities. Two assessments will be conducted with 2020 as the base year and a five-year cycle. Among them, the mid-term assessment of the five-year plan for national economic and social development was carried out once, and once after the completion of the five-year plan.

The "Implementation Plan" points out that the Ministry of Natural Resources, the Ministry of Ecology and Environment, the Ministry of Housing and Urban-Rural Development, the Ministry of Water Resources, the Ministry of Agriculture and Rural Affairs, and the National Forestry and Grass Bureau should comprehensively consider China's development stage, the current state of resources and the environment, and advanced benchmarking in accordance with its job responsibilities At the national level, the proposed goals for the construction of a beautiful China in 2025, 2030, and 2035 are proposed in stages, combined with factors such as the level of economic and social development, development positioning, industrial structure, and resource and environmental endowments in each region, and the local and scientific goals should be reasonably decomposed. Regional differences are reflected in target determination and decomposition.

In addition, the evaluation results are not ranked by regions, and are not used as the content of government performance assessment. They are released by third-party agencies to guide the implementation and promotion of work in various regions and help achieve the goal of beautiful China.
