Tonight Conte's decree
"Constraint to avoid any movement" in Lombardy and in 14 provinces of Veneto, Emilia Romagna, Piedmont, Marche. Prime Minister Conte signs a decree that limits the possibility of movement in the areas most affected by the Coronavirus. It is not an "absolute ban", he explains: it will be possible to move for work, emergencies and health reasons. But the police will be able to stop citizens and ask them why they are moving to the areas most at risk. "I take political responsibility" for these decisions: "We will make it," says Conte late at night. Last night many left Milan for the south from Garibaldi station. The Dpcm coronavirus was later published in the Journal.

In addition to Lombardy, the measures concern the provinces of Modena, Parma, Piacenza, Reggio Emilia, Rimini, Pesaro-Urbino, Alessandria, Asti, Novara, Verbano-Cusio-Ossola, Vercelli, Padua, Treviso and Venice.

The request of 9 Regions: table with government
"Activate immediately, with absolute urgency, a discussion table between the Government, the Regions and the autonomous Provinces". This was asked by the governor of Friuli Venezia Giulia, Massimiliano Fedriga, with the presidents of Lombardy, Veneto, Liguria, Sardinia, Sicily, Abruzzo, Umbria and the autonomous provinces of Trento and Bolzano. Together, in fact, they signed a request for immediate confrontation, by videoconference, with Prime Minister Conte regarding the provisions of the latest decree on the coronavirus emergency ".

Gallera: drastically reduce social life
"We need to drastically reduce any type of social activity: it is the only weapon to reduce the spread of the virus". This was stated by the Councilor for Welfare of the Lombardy Region, Giulio Gallera, in the direct Fb where he took stock of the coronavirus emergency in the region. From the Dpcm, he added a "strong warning, a formal position: travel from home to work and from work to home is allowed" in addition to those "strictly necessary related to eating, medicines, and health emergencies". Because he said "there are no specific drugs to fight coronavirus, we try to give drugs for other types of viruses but we have no certainty that they will work and a vaccine will be ready in months".

"In Lombardy 4189 positive, 769 more than yesterday"
"Today's numbers are those of an increasingly difficult battle," said Gallera in the usual press point in the Lombardy region. "There are 4189 positives in Lombardy, with a growth of 769 since yesterday. In intensive care we have reached 399 people with an increase of 40. 756 are people in home isolation. 550 are the people discharged. The number of deaths is rising to 267 people, an increase of 113. 87% of the dead are over 75 years old, 11% are between 65 and 74 and 2% between 50 and 64 years old ".

"Government will have to give decree interpretations"
"The decree signed overnight by Prime Minister Giuseppe Conte created" doubts "in the citizens: Gallera then said, adding that" the interpretations will have to be given by the government that wrote it, only partially accepting the indications of the Region ". Gallera explained that it is possible to move to go to work or for health reasons, because "the productive activities at this stage the government believed should be preserved".

"Food stores will be supplied, no gatherings"
"I have seen rows of people again in front of supermarkets, but there is no need to stock up on groceries, because the supply to supermarkets and food stores remains guaranteed. Indeed, the gathering in the shops that brings people must be avoided. to stay too close. Don't worry because food supplies are guaranteed. " This was stated by the councilor for Welfare of the Lombardy Region, Giulio Gallera.

Mayors of Lodigiano a Conte: clarify about displacements in the area
The mayors of the municipalities of Lodigiano inserted in the so-called red zone by previous government measures ask for clarification from the Prime Minister, Giuseppe Conte, on how to interpret the provisions contained in the new Dpcm which entered into force today.

"Considering that the Dpcm of 8/3/2020 lends itself to multiple interpretations, in order to provide certain and precise answers to citizens as well as to the various production activities in the area, we mayors of the 'red zone' of the Lodi area, we are requesting urgently - reads the letter - authentic interpretations of the provision, with reference to the contents of article 1 paragraph 1 letter a) "as well as within the same territories, except for journeys motivated by proven work needs".

The mayors of Codogno, Casalpusterlengo, Castiglione d'Adda, Somaglia, Maleo, Fombio, San Fiorano, Castelgerundo, Bertonico, Terranova dei Passerini sign the letter.

Veneto Region: disproportionate measure
Veneto opposes the creation of the three isolation zones in the region envisaged by the Dpcm. In the counter-deductions sent to the Government, the technical scientific committee supporting the Crisis Unit had asked for "the removal of the 3 provinces of Padua, Treviso and Venice from the decree". In the face of circumscribed clusters, "and which do not affect the general population in a widespread manner, it is not understood - it is written in the counterclaims - the rationale for a measure that appears scientifically disproportionate to the epidemiological trend".

The accompanying letter to the counterclaims underlines that "the commitment shown by the" regional health system contrasts "with a measure of extreme isolation of the identified territories, which has had no scientific or institutional comparison with the technicians of the Veneto Region" . The document summarizes, with the latest data, the epidemiological situations in the three provinces to be isolated - Padua, Venice, Treviso - included in the Dpcm. "The study and constant evaluation of the trend of the cases and the search for contacts, in addition to the organizational effort for the hospitalization of patients both in the infectious disease wards and in intensive care - it is written - demonstrate the commitment of the regional health system" .

Southern Regions: measures for those coming from the North
Quarantine obligation for those arriving in the south from Lombardy or from the area of the 14 provinces delimited as "red areas" by the new decree of the Prime Minister. It is the 'heart' of the ordinances that issued Puglia, Calabria, Campania, Sicily, Basilicata and Abruzzo in these hours.

The decree
It was two in the morning when Conte went down to the press room of Palazzo Chigi to illustrate the measurements. In the final dpcm there are some generalized ones for all of Italy, including the stop at pubs, discos, game rooms and cinema and theater events. And there are others, much more rigorous, which cover a large part of northern Italy. "There is no longer a red area - the premier explains - it will disappear from the municipalities of Vo 'and the Lodi area. But there will be an area with stricter rules that will cover the whole of Lombardy and then the provinces of Modena, Parma, Piacenza, Reggio Emilia, Rimini, Pesaro and Urbino, Alessandria, Asti, Novara, Verbano Cusio Ossola, Vercelli, Padua, Treviso and Venice. Movements will be limited until April 3 - to give just two examples - except for the possibility of returning to own home, and bars and restaurants will have to close at 6 pm and for the rest of the day, they must keep a distance of at least one meter, whoever has a fever of 37.5 is invited to stay at home, who is in quarantine is strictly forbidden to go out.

Other measures
Meanwhile, schools throughout Italy remain closed. And Conte assures that work is also being done on the front of economic measures: on Monday or Tuesday, as soon as a draft of the 7.5 billion decree announced by the government is ready, it will meet with the opposition But, he stresses, it is the government that manages it. The other front on which the government operates is the health one: the premier announces the signing of a contract for the all-Italian production of 500 devices per month of resuscitation, with the aim of doing more. And also the increase in the production line of protective devices such as masks. But as hospitals struggle in areas where infection is strongest, the prime minister also announces the possibility of redistributing patients across regions. Meanwhile, the appeal to citizens is "to enter into the perspective of responsibility, without cunning" but accepting some restrictions: the government, Conte assures, is making its own taking "courageous" decisions.
