The National Counter-Terrorism Prosecutor's Office opened an investigation on Tuesday for "provocation" to acts of terrorism and "apology" following online threats targeting in particular staff at Fleury-Mérogis prison. The investigation was opened for "provocation to the commission of acts of terrorism and apology for terrorism through an online communication service to the public", indicates a judicial source, confirming information from the daily Le Monde .

The Directorate General of Internal Security (DGSI), the Anti-Terrorism Sub-Directorate (SDAT), the Sub-Directorate for Combating Cybercrime (SDLC) of the Judicial Police as well as the Judicial Police (PJ) of Versailles are in charge of the investigation opened on February 20.

"Preferred targets"

According to Le Monde , a message was broadcast on an encrypted messaging application on February 18 to detainees who are part of the Islamic State group in France, "especially in Fleury-Mérogis", asking "to attack the guards and the director of the establishment ”but also“ the Muslim chaplain ”. "Any threat of this type is taken seriously", prison staff being part of "privileged targets" as well as the internal security forces at least since the attack in Magnanville (Yvelines), in 2016, said the Direction of the Prison Administration (DAP).

The DAP has taken "appropriate precautionary and safety measures". It was notably decided to "reinforce the perimeter security of penal establishments in Ile-de-France", using patrols of the Sentinel operation near the establishments. A source familiar with the matter said the message was "aired on a confidential channel" and "immediately intercepted".

"For us the threat, it is permanent"

Laurent Crampé, local representative of the Ufap-Unsa Justice union, said he was not "aware" of the February 18 appeal. “For us the threat, it has been permanent since 2015 (…). We must not sink into psychosis either, but we must remind newcomers of the safety rules to avoid any problem, ”he added.

"The management takes these threats seriously, the Vigipirate plan has been reinforced, the gendarmes are much more present on the ground and we no longer circulate in uniform on the domain," said a local FO official.
