Last year, Malmö had 3200 young people in internships in the summer. A full 44 percent of all 16-19 year olds applied.

This year, this can be halved after the hotel and restaurant trade union demanded that the young people sign their collective agreement. Handels has also chosen to follow HRF's line, according to the municipality's press service.

Negotiations have been broken

- There has been no interest in resolving the situation, says Sedat Arif (S).

Summer internships in Malmö mean that you work for four weeks and receive SEK 56 or SEK 69 per hour depending on age. The places that are available are among the applicants on the Malmö city website.

- What has happened is that the municipality has offered free work and it is not shameful in any way, says Per Persson, who is the contract secretary at HRF.

He also believes that this activity is also not supported in the Employment Protection Act.

- I assume that you arrange jobs for these individuals within the municipality's operations and in my world, nothing should disappear, says Per Persson.

Hard to replace the places within the municipality

But since Arif thinks it will be incredibly difficult to replace all 1600 seats.

- I have just now commissioned all administrations to try to arrange places. I have also invited associations and businesses to find out if they can have a youth at their summer internship.

That 1600 young people are unemployed during the month when they could have practiced is not in itself good, says Sedat Arif.

- When young people do not have so much to do, it can lead to doing something that is not very positive.
