75 residents of the Centro district accumulate more than 100,000 euros in fines for entry with their vehicles in Central Madrid between July and September 2019, at which time the revocation of their old permits from the Residential Priority Areas ( APR ) took place. The revocation of these permits, in force some of them until 2023, began last April when the previous government team of Manuela Carmena approved it in the Government Board and was implemented as of June 30 with José Luis Martínez -Almeida as mayor of the capital. "No one informed us of that change and the City Council what it tells us is that it is published in the Official Gazette of the Community of Madrid ( BOCAM )," denounced those sanctioned neighbors.

The first fines to these neighbors begin on July 8 after the Madrid Justice annulled the moratorium on fines raised by the current councilor that entered into force on July 1 and caused that the neighbors did not receive such sanctions during the first week of that month . From that date, the fines began to occur for these residents who on Tuesday have exposed their situation at the headquarters of the Neighborhood Association La Corrala , in Lavapiés .

That is the situation of Ana, a resident of Barrio de las Letras, accumulating 800 euros for nine penalties. "I am a lucky one," she says, accompanied by Carlos and Ángel , neighbors of Lavapiés, who owe 3,510 and 4,000 euros for 39 and 45 penalties. Angels are added to them with 3,150 euros for 35 fines. Four residents of the Centro district representing a total of 75 with more than 100,000 euros pending with the Consistory of the capital.

These neighbors say that after meeting with the delegate of Environment and Mobility, Borja Carabante , the proposed solution was to go to court. "We would like to reach the political solution before going to Justice because the problem is not ours," the residents point out.

The mayor of the capital, José Luis Martínez-Almeida, has affirmed that his government team is "arbitrating all the necessary means" to "solve the problems of Central Madrid" and "withdraw all unjust fines that are not adequately protected by the regulations and that do not obey conduct attributable to those who have been imposed but to the City Council itself. " "We said that we did not like Central Madrid, but since it was necessary to apply it correctly, what the previous government team did not do," the mayor justified on the placement of these fines.
